최근 들어 기회불평등이 심화되어 가고 있다는 사회적 문제 인식 및 교육정책을 통해 해당문제를 해결해야 한다는 정책적 필요성이 증가하고 있다. 하지만 본 연구는 이에 대하여, 기회불평등이 최근 들어 심화되어 온 현상이 아닌 우리 사회에 오랜 기간 존재해 온 구조적 문제라는 관점에서 접근하고자 하였다. 이러한 가정 속에서 구조적 기회불평등을 어떻게 개념화할 수 있으며 해당 개념 속에서 기회불평등 수준의 변화나 정책의 정합성을 분석 가능하게 하는 틀을 확인하는 것이 주요 목적이었다. 이를 위해 우리 사회의 불평등 담론 변화 과정을 심층적으로 검토하였으며, 구조주의 및 계급담론에 대한 이론적 검토 역시 실시하였다. 이를 통해 본 연구는 구조적 기회불평등 논의는 패배 그 자체가 아니라 ‘누군가는 패배할 수밖에 없는 위치에 서 있다’라는 문제 인식으로 연결됨을 확인하였다. 기회불평등이 사회 구조적 문제라는 명제는 어떤 기제에 의해 사회 구성원들이 지속해서 집단적이자 계층적인 위치로 구별되고, 그 가운데 ‘더 낮은 수준의 기회 확보’라는 형태의 패배를 경험해야만 하는 위치가 있음을 지적하기 때문이었다. 따라서 과거의 믿음에 사로잡혀 그 효과를, 혹은 필요성을 장담할 수 없는 교육정책의 중요성만을 재차 강조하는 것이 아닌, 근본부터 재고해 보는 작업이 필요하다고 볼 수 있었다. 이러한 과업이 있을 때만 우리는 노동과 교육정책이 현실 문제와 지니는 정합성을 확보할 수 있는 것으로, 이것이 행정과 정책에 있어 본 연구가 다루는 주제가 다른 영역에서보다 중요할 수 있는 이유이다.
Recently, lots of people in Korea believe that inequality of opportunity is so serious that education policy which can solve the problem has to be implemented. However, this study tries to approach this phenomenon from the perspective that inequality of opportunity is not a problem that has recently deepened, but a structural one that has existed in our society for a long time. In this assumption, the main purpose of the study is to identify how structural features of inequality of opportunity could be conceptualized and a framework enabling us to empirically analyze the level of inequality within that concept. For doing this, the process of change of discourse about inequality in Korea was reviewed in depth, and theoretical reviews were also conducted on structuralism and social class. Through this, this study confirmed that structural features of inequality of opportunity are connected to the problem which ‘someone is standing in a position where there is no choice but lose’, not the defeat itself. In other words, the proposition that inequality of opportunity is a structural phenomenon points out members of Korea are continuously distinguished by a collective and hierarchical position within a certain mechanism, and among the positions, there is one to which people belong must experience defeat in the form of securing a lower level of chance. Through these discussions, this study confirmed the need to reconsider from the root, rather than re-emphasizing only the importance of educational policies whose effectiveness or necessity cannot be guaranteed due to the obsession with past beliefs. Only when there is such a task, can we secure the consistency of labor and education policies with real problems, which is why the subject covered by this study can be more important than other areas in public policy.
