본 연구의 목적은 발달장애 영·유아의 교육을 위해 활동프로그램을 개발하는 것이다. 이는 교육과정 중심의 프로그램으로서 진단, 교육목표 개발 및 평가와 연계되는 특징을 지닌다. 이를 위하여 우선 활동프로그램 개발에 기초가 되는 장·단기목표를 개발하고 타당화하는 작업을 하였으며, 여기서 개발된 단기목표들을 중심으로 활동프로그램의 시안을 개발하였다. 그 후 내용타당화와 현장타당화 검증을 통하여 최종적으로 활동프로그램을 개발하였다. 연구 결과를 요약하면 다음과 같다. 첫째, 0세~5세 영·유아교육을 위하여 인지, 사회·정서, 운동, 적응, 의사소통의 5개 영역과 14개 하위영역에서 총 375개의 장기목표와 981개의 단기목표를 개발하였다. 둘째, 활동프로그램은 0세 72개, 1세 73개, 2세 70개, 3세 81개, 4세 67개, 5세 80개로 총 443개를 개발하였다. 이 활동프로그램은 궁극적으로 통합 환경에 있는 발달장애 영·유아들의 개별화교육계획을 위해 개발되었기 때문에, 향후 현장에 있는 유아특수교사 및 교육 전문가들이 발달장애 영·유아들을 위한 교수계획을 세우고 이를 시행하는데 큰 도움을 줄 것으로 기대된다.

The purpose of this study was to develop activity-based intervention programs for infants and children with developmental disabilities. This is a comprehensive curriculum-based program, which is characterized by linking assesment, educational goals and objectives, intervention programs, and evaluation. In order to develop these comprehensive programs, several steps were taken. First of all, long-term goals and short-term objectives were developed and validated on which the intervention programs were based. Second, preliminary activity-based intervention programs that were directly related to the goals and objectives were developed and validated. Third, these intervention programs were examined by contents validity and field-based tests by early childhood special education teachers in the field. Finally, the final programs were completed. The final programs are as follows. First, 375 long-term goals and 981 short-term objectives were developed according to 5 developmental domains and 14 sub-domains, including Cognitive, Social and Emotional, Motor, Adaptive, and Communication. Second, the total number of 443 intervention programs were developed; 72 for 0 year, 73 for 1 year, 70 for 2 years, 81 for 3 years, 67 for 4 years, 80 for 5 years. The primary purpose of this programs is to assist early childhood special education teachers and professionals in planning the individualized education programs for infants and children with developmental disabilities in the inclusive environments. It is expected that this program can be a great resource for developing and implementing the individualized education plan in the field.
