현재 지역사회가 직면하고 있는 인구감소, 일자리 부족 등의 문제는 하나의 지방자치단체가 해당 관할구역 내에서 단독으로 대응하기 어렵다는 특징을 가진다. 이를 해결하기 위한 방안들 중 하나로 특별지방자치단체 설치에 대한 논의가 이루어졌으나, 구체적인 초광역협력 사업에 대한 체계적인 분석은 부족한 실정이다. 이에 본 연구는 충청권 초광역 협력사업의 분야를 산업경제(인력), 환경ㆍ재난, 교통 인프라, 문화관광 등 4개의 대분류 및 14개의 하위 구성 요소로 세분화하여 충청권 4개 지자체 공무원, 지역 연구원, 유관기관 전문가를 대상으로 설문 조사를 실시하고 계층분석법(AHP)을 적용하여 상대적 중요도 및 우선순위를 분석하였다. 분석 결과, 초광역협력 사업의 분야별 중요도는 교통 인프라, 산업경제(인력), 문화관광, 환경ㆍ재난 순으로 효율성, 광역성, 상생협력 가능성 관점별 우선순위가 다르지 않았다. 대기능별로 살펴보면 광역 간 대중교통 연계체계 마련, 충청권 도로망 구축, 충청권 철도망 구축, 전략산업 육성 등의 상대적 중요도가 높았다. 다음으로는 충청권 문화체육 진흥, 문화관광 국제화, 산학연 연계 지역산업 혁신체계 구축, 충청권 문화관광 동질성 강화, 글로벌 산업환경 조성, 물 환경 통합관리체계 구축, 재난보건의료 통합보건관리체계 구축, 초광역 투자금융 지원체계 구축, 대기환경 통합관리 체계 구축, 먹거리 통합관리체계 구축 순이었다. 분석 결과를 바탕으로 정책적 시사점 및 연구의 한계점을 논의하였다.

The current problems facing local communities, such as population decline and lack of jobs, are characterized by the fact that it is difficult for a local government to respond alone within its jurisdiction. As one of the measures to solve this problem, the establishment of a special local government has been discussed, but systematic analysis of specific regional cooperation projects is lacking. In this paper, we subdivide regional cooperation projects of Chungcheong area into 4 major categories and 14 sub-components and analyze through Analytic Hierarchy Process(AHP) method based on public officials’ survey data. Regarding the importance of each sector of the regional cooperation projects, the priorities are not different in terms of efficiency, wide area, and win-win cooperation possibility in the order of transportation infrastructure, industrial economy (manpower), cultural tourism, and environment/disaster. Looking at the major functions, the relative importance of establishing a public transportation system between metropolitan areas, establishing a road network in the Chungcheong region, building a railroad network in the Chungcheong region, and fostering strategic industries is high. Next, the promotion of culture and sports in the Chungcheong region, internationalization of cultural tourism, establishment of a local industry innovation system in connection with industry, academia, and research institutes, strengthening of the homogeneity of culture and tourism in the Chungcheong region, creation of a global industrial environment, establishment of an integrated water environment management system, establishment of an integrated disaster health and medical care system, the establishment of a financial support system, the establishment of an integrated atmospheric environment management system, and the establishment of an integrated food management system are followed. Based on the analysis results, we discuss policy implications and the study’s limitations.
