이 연구의 목적은 특수교육지원센터의 장애 영·유아 교육 지원의 실태 및 지원요구를 알아보고 앞으로의 활성화 방안을 모색하는 데에 있다. 이를 위해 장애 영·유아 전담 인력을 배치하여 지원 프로그램을 운영하고 있는 특수교육지원센터의 교사 32명을 대상으로 설문조사를 실시하였다. 연구 결과 장애 영·유아 모집과 프로그램을 운영할 때 유관 기관과 협력하고 있었지만 매우 미흡하였고, 프로그램의 운영 형태가 다양하게 이루어지고 있지 않았으며, 가족지원 서비스도 제한적인 형태로 운영되고 있었다. 그리고 전담교사의 전문성이 미흡하고 고용안정성이 보장되지 못해 업무의 효율성이 떨어지고 있었으며, 다양한 분야의 전문 인력이 부족하였으며, 장애 영·유아 사업에 대한 규정이나 구체적인 지침이 없는 것으로 나타났다. 이러한 연구결과에 기초하여서 활성화 방안이 논의되었다.

The purpose of this study was to provide promotion plans by examining the current status and support needs for the management of early intervention(EI)/early childhood special education(ECSE) program in local special education support centers in Korea. To achieve this purpose, the study surveyed 32 teachers who were in charge of EI/ECSE programs in local special education support centers. The findings of this study are as follows: (1) cooperation among relevant institutions was limited, (2) types of program were not various, (3) family support services were also limited, (4) teachers who were in charge of EI/ECSE program did not have adequate competence and were employed with unstable contracts, (5) specialized staff in various fields lacked, (6) there were no regulations and specific guidelines for EI/ECSE programs management. Lastly, the study suggests implications for promotion plans based upon these results.
