본 연구는 미국 교육사를 바라보는 하나의 주요한 시각인 연방정부의 교육분야 개입 및 연방화를 바라보는데 있어, 연방정부와 주정부, 그리고 지역 교육구 간의 역학관계가 보여주는 다양성을 텔레비전 교육방송 시행에 관한 몇몇 주의 사례를 통해 살펴보았다. 1952년 미 연방통신위원회의 교육 텔레비전 채널 배정 결정과 함께, 연방정부는 텔레비전 교육방송 시행에 있어 주정부의 역할을 강조하는 주정부 우선전략을 채택하였다. 미 연방정부는 텔레비전 교육방송을 주 정부가 관할하게 하는 주정부 우선전략을 통해, 전 국가적 차원의 교육텔레비전 방송망을 실시하고자 했지만, 주정부 차원의 교육방송사 건립으로 곧바로 이어지지는 못했다. 결국 1950년대에 텔레비전 교육방송국을 설립하려던 주정부의 교육방송 시도는 연이어 실패를 거듭하거나 지연되었으며, 따라서 연방통신위원회의 주정부 우선전략은 1960년대까지는 그다지 성공적이지 못했다. 오히려 지역구 단위에서 생겨난 교육방송국이 더 효과가 있었는데, 이는 1960년대 후반 공영방송연합이 등장할 때까지 가장 효과적인 교육방송 시행 모델로 인식되었다. 따라서, 전후시기 미국교육방송의 역사는 이른바 교육에 있어 연방정부 역할 확대과정, 이른바 교육의 연방화가 연방정부와 주정부와의 관계, 그리고 각 지역마다의 이해관계에 따라 다양한 변화 양상으로 나타났다는 점을 보여주는 중요한 사례이다.
This study examines the detailed process of federalization of education in the United States after the World War II, focusing on the case of educational television. The dynamics among the federal government, state governments, and the local districts represent a complicated perspective toward the history of education in the United States. Through a state-first strategy following the Federal Communications Commission’s decision to allocate educational television channels, the U.S. federal government attempted to implement the nationwide educational television networks. However, in the level of state governments, the federal allocation did not directly proceed the establishment of educational television channels run by the state government. The efforts of state governments for launch of statewide educational television tended to be delayed or canceled by various reasons and therefore, the state-first strategy was failed in the 1950s and re-established in the late of 1960s. Rather, the local districts played a key role in the operation of educational television and it was perceived as a model for the establishment of educational television in the United States, until the emergence of the Corporance for Public Broadcasting. The history of post-war U.S. education television shows various patterns of the federalization of education in the United States and the complicated dynamics between the federal government, state governments, and local districts.
