이탈리아의 합계출산율은 유럽연합 회원국 중에서도 낮은 수치를 기록하고 있어 이탈리아의 정치인들은 출산장려를 위한 조치와 인구 정책에 대한 논의를 지속하고 있다. 이탈리아형제당은 가족 중심의 가치를 수호하는 것에 대해 지지하는 정당이다. 본 연구는 2022년 이탈리아 총선의 결과 이탈리아형제당이 가장 많은 투표를 받았다는 점에서 이탈리아 형제당의 출산장려정책과 담론에 대한 젠더적 함의를 연구하는 것을 목적으로 한다. 이를 위해 이탈리아형제당이 과거부터 2022년 총선 당시까지 지지했던 출산장려 메커니즘을 대상으로 질적연구를 시행하며. 이러한 분석은 정당이 표방한 출산장려 관련 가치관을 내포함과 동시에 이후 시행될 출산장려정책에 대한 예측에 도움이 될 것으로 보인다. 본 연구의 조사 결과, 이탈리아형제당의 출산장려정책과 담론은 적극적인 공공 지출과 탈가족화의 효과를 줄 수 있는 가족 외부에서의 자녀 돌봄 모델을 지지한다는 점에서 특수성을 보인다. 또한 이탈리아형제당은 여성의 경제활동에 대해 옹호적인 모습을 보이나 담론에서는 부성보다는 모성을 더 강조하는 경향을 띤다. 이는 기존 우파 및 신자유주의 담론과 차이를 보이는 지점이나, 이탈리아형제당은 여전히 이성애자 백인 간의 가족을 동성 결혼 및 다인종 가족보다 이상적인 가족 모델로 상정하고 있다. 따라서, 이탈리아형제당의 복지 계획이 형평성을 갖기 위해서는 부성에 초점을 맞추고 성적 지향성, 인종 등 개인의 정체성에 대한 논점들을 보충할 필요가 있다.
The total fertility rate (TFR) in Italy is one of the lowest in the European Union, which makes politicians discuss and adopt pro-natalist instruments and population policies. One of the political parties that remain vocal for preserving familial values is Fratelli d’Italia. In light of FdI gaining the largest support in the 2022 general election, this paper analyzes the pro-natalist policies and discourses of FdI and examines their gender implications. This paper draws on a qualitative assessment of pro-natalist measures supported by FdI before and during the 2022 general election, which reflects the party’s pro-natalism so far and provides an expectation for a potential policy trajectory in the future. The findings of this research suggest that FdI’s pro-natalist policies and discourses exhibit their particularity for advocating for active public spending and an external childcare model, which insinuates de-familizing effect. The party focuses on ensuring women’s economic activities but disproportionately focuses more on maternity in their pro-natalist discourses than paternity. Although these standpoints show differences with other right-wing and neoliberal rhetoric, FdI still discursively idealizes heterosexual, white families over same-sex civil unions or multiracial families. Thus, substantial focus on paternity and strengthening sensitivity regarding sexual orientation and race are required to improve equitability of welfare schemes.
