한반도는 전 세계에서 유일한 분단국으로 남한과 북한이 분단된 상태에서 끊임없는 갈등과 대립상태를 보여 오고 있다. 이는 단순히 남한과 북한만의 문제가 아니라 동북아와 세계 안보에 지대한 영향을 끼치고 있다. 그리고 2022년 4월 24일에 시작된 러시아와 우크라이나 전쟁을 지켜보면서 분단 상태를 제대로 관리하지 못할 경우에 언제라도 한반도에서도 전쟁과 같은 위험한 상황에 처할 수 교훈을 얻게 되었다. 이러한 점을 고려하여 한반도의 안보불안 상태를 해소하고 항구적인 평화구축을 위한 방안이 강구될 필요가 있다. 이러한 방안의 하나로 DMZ일대에 세계평화공원을 조성하는 방안을 고려해 볼 수 있다. 이 방안은 박근혜 정부 당시 한반도평화프로세스 구현차원에서 북한의 비협조로 진행되지 못한 사례가 있다. 박근혜 정부는 DMZ내에 공원을 조성하는 방안을 제안하였다. 하지만 이 방안은 현실적으로 북한의 협조가 없으면 실현되기 어려운 문제를 안고 있었다. 따라서 이 논문에서는 DMZ내와 DMZ일대의 남쪽지역에 평화공원을 조성하기 위한 방안을 동시에 고려하여 제시하는 논문이다. 공원을 조성하기 위해서는 정부의 의지도 중요하지만 무엇보다도 국민들의 인식이 중요한 점을 고려하여 공원조성에 대한 국민들의 인식조사 결과를 분석하고 이를 토대로 공원조성 방안을 제시하고자 한다. 본 논문이 향후 DMZ일대에 세계적인 평화공원조성을 통한 한반도와 세계평화 구축에 도움이 되기를 기대한다.

The Korean Peninsula is the only divided country in the world, and has been in constant conflict and confrontation with South Korea and North Korea divided. This is not just a matter of South Korea and North Korea, but has a profound impact on Northeast Asia and global security. Watching the Russia-Ukraine War, which began on April 24, 2022, I learned a lesson that if the division was not properly managed, I could be in a dangerous situation such as a war on the Korean Peninsula at any time. Considering these points, it is necessary to devise measures to resolve the security instability on the Korean Peninsula and establish a permanent peace. As one of these measures, it is possible to consider creating a world peace park in the DMZ area. There is a case in which this plan could not be carried out due to North Korea's non-cooperation in implementing the peace process on the Korean Peninsula during the Park Geun Hye government. The Park Geun Hye government proposed creating a park in the DMZ. However, the plan had a problem that could not be realized without North Korea's cooperation. Therefore, this paper is a paper that simultaneously considers and presents a plan to create a peace park in the DMZ and the southern area of the DMZ. In order to create a park, the will of the government is important, but above all, considering that the public's perception is important, I would like to analyze the results of the public's perception survey on park construction and present a plan to create a park based on this. I hope that this paper will help build peace on the Korean Peninsula and world through the creation of a global peace park around the DMZ in the future
