이 글은 오늘날 인성교육진흥법의 취지에 비추어 조선조 500년을 통틀어 명재상으로 평가되는 황희의 공직자로서의 모습을 고찰해 본 것이다. 특이하게도 인성교육법은 한국에서 세계 최초로 법령화되었으며, 이 법령에서 “인성교육”의 정의는 먼저 “자신의 내면을 바르고 건전하게 가꾸는 것” 나아가 “타인·공동체·자연과 더불어 살아가는데 필요한 인간다운 성품과 역량을 기르는 것을 목적으로 하는 교육”으로 적시되어 있다. 이는 ‘수기안인(修己安人)’, ‘성기성물(成己成物)’이라는 유교의 핵심적 가치와 다르지 않다. 『실록』에 기록된 황희의 모습은 인성교육진흥법에서 추구하는 핵심 역량 즉 “핵심 가치와 덕목을 적극적이고 능동적으로 실행하는 데 필요한 지식과 공감·소통하는 의사소통 능력이나 갈등해결 능력 등이 통합된 능력”을 잘 갖춘 대표적 사례라 하겠다. 이 연구에서 고찰한 공직자로서 황희의 생애에서 얻을 수 있는 교훈은 다음과 같다. 1) ‘렴(廉)’을 신조로 자신을 다스린다. 2) 무엇보다 생명을 존중하고 남의 고통을 함께 느끼는 측은지심의 공감 능력이 뛰어나다. 3) 작은 일도 엄격하게 다스려서 공직사회의 기강을 세운다. 4) 고위공직자일수록 가족과 친인척의 일탈이 발생하기 쉽다는 점에 유념해야 한다. 5) 개인적인 사감(私感)에 얽매이지 않고, 인재를 적재적소에 발탁하여 쓴다. 6) 대립적 갈등 상황을 조율해야 할 때는 자신의 입장을 내려 놓고, 양자의 화해에 성의(誠意)를 다한다. 대한민국을 세계 정상(頂上)으로 이끌어갈 국가적 인재를 육성하고자 제정한 인성교육진흥법의 목적을 달성하기 위해서는 먼저 우리 역사 속에서 그 자산을 찾는 일이 우선되어야 할 것이다.

This article, in light of the purpose of the Personality Education Promotion Act today, examines Hwang Hee's appearance as a public official, who has been regarded as a famous prime minister throughout the 500 years of the Joseon Dynasty. Unusually, the Personality Education Act was enacted for the first time in the world in Korea, and the definition of "personality education" is first stated as "cultivating the human nature and capabilities necessary to live with others, communities, and nature." This is no different from the core values of Confucianism such as 'Making others feel comfortable by cultivating myself well'. Hwang Hee's appearance recorded in the Annals is a representative example of the core competencies pursued by the Personality Education Promotion Act, which are "knowledge, empathy, communication, and conflict resolution skills necessary to actively implement core values and virtues." As a public official considered in this study, the lessons that can be learned from Hwang Hee's life are as follows. 1) He governs himself with the creed of 'integrity'. 2) Above all, he has excellent empathy for respecting life and feeling other people's pain together. 3) Even small things are strictly controlled to establish discipline in public office. 4) It should be noted that high-ranking government officials are more likely to cause corruption of their families and relatives. 5) Without being bound by personal feelings, talent is selected and used in the right place. 6) When it is necessary to coordinate the confrontational conflict situation, put down your position and do your best to reconcile the two parts. In order to achieve the purpose of the Personality Education Promotion Act, which was enacted to foster talented people who will lead the Republic of Korea, first of all, finding the assets in our history should be a priority.
