제주특별자치도는 코로나19 기간 동안 지역경제를 활성화시키기 위해서 지역화폐인 ‘탐나는 전’을 발행하였다. 지역화폐 정책은 소비를 지역내 업체로 한정하여 코로나19로 인해 소득이 줄어든 소상공인의 매출을 보상해주는 데 목적이 있다. 본 연구는 제주도 탐나는전이 시행된지 1년이 지난 시점에서 소상공인을 대상으로 설문조사를 시행하여 지역화폐 정책이 소상공인 매출증대에 효과가 있는지를 실증분석하였다. 분석결과 소상공인 업종에 따라 매출에 대한 지역화폐 효과가 다르게 나타났다. 더 구체적으로 살펴보면 업종 중 병·약국, 소매업, 학원에 해당하는 업종에서 ‘탐나는전’ 사용집단이 그렇지 않은 집단보다 매출이 더 높은 것으로 나타났다. 소매업에 해당하는 업체는 주로 슈퍼마켓, 잡화점, 서점 및 안경점 등으로, 이 결과는 지역주민들이 ‘탐나는전’ 사용을 생활 필수 재화를 구매하거나 병원지출과 자녀 학원비에 주로 사용했다는 것으로 이해될 수 있다. 이런 결과는 지방정부에게 지역화폐 운영을 하는 데 있어 소비자들의 행태를 파악하여 지역화폐정책의 효과가 업종에 상관없이 골고루 돌아갈 수 있도록 세밀한 정책대안을 마련해야 한다는 시사점을 보여준다. 예를 들어, 업종별로 매출액에 따른 지역화폐 수용에 차이를 두거나, 사용처의 비중을 나누는 등 인센티브의 차등적 적용과 같은 대안마련이 지역화폐 효과성과 형평성 제고에 도움이 될 것이다.
Jeju Special Self-Governing Province has promoted the local currency, "Tamnaneunjeon" to invigorate the local economy during the COVID-19 period. The local currency policy is designed to prevent regional funds from outflowing and to encourage local consumers to buy local products through using the local currency. This study, therefore, investigated effects of the local currency one-year later of its promotion in November 2020. We conducted an ordered logistic regression analysis with the survey data, obtained from local business owners in November 2021. The results shows that the effect of the local currency on local business sales are different by its business categories. The local hospitals, pharmacies, private educational institutes, and retail shops including local grocery markets, miscellaneous shops, bookstores, optical stores and so on have statistically significant effects on their sales when they have affiliated the local currency, but the other types of business did not have positive effects of the local currency affiliation. The Jeju government should understand residents’ consumption behaviors with Tamnaneunjeon and prepare policy alternatives such as the different market cap for using the local currency by business types and temporal incentives for certain types of business in order for local business owners to share policy benefits.
