연구목적 국내에서는 “Good Time System”의 제도 도입과 효과에 대한 실증적 연구가 부재한 것이 사실이다. 아울러 국내외 문헌 연구와 비교법적 연구를 통한 제도 도입의 가능성과 시사점을 검토한 연구 결과도 발견하지 못했다. 연구방법 수형자 설문조사와 전문가 심층 조사를 수행하였다. 전문가 심층조사는 델파이조사를 통하여 1-2차에 걸쳐서 수행하였다. 결과 실무자 면담 결과, 모범수 형기단축제도의 도입을 주장하는 실무가들의 의견 가운데 하나는 그동안 가석방위원회와 같은 가석방결정기관의 재량을 제한할 필요가 있다는 데에 공감대를 형성하고 있다. 그래서 가석방과 모범수 형기자기단축제도를 병행해야 한다는 주장이 설득력을 얻고 있다. 결론 효과적인 모범수 형기자기단축제도의 효과적인 안착을 위해서는 지역사회시스템과 교육 시스템과의 연계 등 개선할 부분 역시 같이 논의되어야 할 것이다.

PURPOSE In Korea, there remains a brief record in which the United States Military Government authorities tried to implement a good time system but no detailed document of how they run it and what was the real effect. METHOD this paper tries to suggest a better form of good time system, with respect to acceptable and objective standards of calculating actual prison term, a scope of beneficiary, policies to effective rehabilitate a prisoner, a discretion of a correction office. RESULT Based on our empirical research, prisoners, prisoner officer, and many experts positively agree with the introduction and implementation of good time system. CONCLUSION To achieve a better system of good time, rehabilitative systems of community and educational systems for released prisoners are also reconstructed.
