Therefore theirs range of fluctuation of revenues and expenditures is very wide and so that the possibility of risk is big. Just a few years ago, the China’s shipbuilding Industry is fast growed and the Korea’s experienced the strong crisis. Especially in Busan as a haber city, shipbuilding Industry is forming the important part of Busan’s economy but Busan don’t have any big shipbuilding enterprises, but just small and middle enterprises. Accordingly the shipbuilding Industry of Busan has the strong influence of the big shipbuilding enterprises in other cities. Therefore it is very important to discuss how the shipbuilding Industry of Busan would be influenced by the big shipbuilding enterprises in other cities, and how the marine and shipbuilding policy of Busan influence the big shipbuilding enterprises in other cities and how the feedback of these policies is. In this viewpoint, the construction of industry map of Busan’s shipbuilding Industry and the researching the backward and forward linkage effects that is related shipbuilding Industry have very serious meaning. Observing the value chain effect of a shipbuilding enterprise on the Busan and Busan’s industries, the plan for the revitalization of Busan economy has to be designed. The industry map of the value chain that is proposed by this research has a important meaning for the future shipbuilding Industry in Busan. The plan for the big-date business and smart city of Busan government can be a foundation for the real industry map with value chain. By supplying the analysis framework for the change of any enterprise on the whole industry and the foundation for the analysis on the employment and demand from this industry map, it makes the prediction on the change of employment and growth of industry easy and provides the low date for the policy decision. This research makes just a limited industry map owing to the limitation on the approach on the date of the enterprises.
