Recently the social needs for risk management system of nuclear have been increasing, especially after Hukusima nuclear power plant accident but the alternative policies focused by scientific engineering approaching are insufficient and poor. Especially bribery scandals and accidents happened internally so people who live around nuclear power plant did not trust central government. In this context, Busan citizen really need to build for risk management of nuclear safety systems. This study attempts to build the risk management system of nuclear power plants in Busan focusing on 4 elements such as independence, transparence, information disclosure, citizen participation. and we tried to suggest the strategy of risk communication and risk governance for improving risk management system. The findings of this research can be summarized like this. First of all, nuclear safety committee should be transferred to nuclear regulatory committee and local regulatory committee. Secondly, high committee for the transparence and safety should be constructed for transparent operation by nuclear safety committee and cooperation as well. Thirdly, committee for Busan information should be built on access to public documents and citizen participating. Lastly, We suggest to operate the Busan nuclear safety committee as a 'mutiple citizen watching governance system' After all, we suggest that safety management of nuclear power plants and strengthening nuclear risk management system should be possible by the participation of the several actors such as citizen, council, media, local government which have nuclear power plants. We hope to legislate new law such as nuclear power plants safety general law to accomplish these tasks.
