이 연구는 장애노인의 재활운동 및 체육 활성화를 위한 중요요인을 탐색하는데 목적이 있다. 이러한 연구의 목적을 달성하기 위하여 문헌분석을 통해 상위요인을 도출하였고, 이를 바탕으로 다양한 이해관계와 객관성을 대표할 수 있는 3개 영역의 전문가집단(특수체육 전문가 집단, 노인체육 전문가 집단, 장애 및 노인단체 전문가 집단)에서 각 10명씩 총 30명을 대상으로 델파이 분석을 총 2회 실시하여 최종 하위요인을 도출하였다. 그 결과, 다음과 같은 결론을 얻었다. 첫째, 문헌분석 결과, ‘지도자’, ‘프로그램’, ‘시설 및 환경’, ‘인식 개선’, ‘행정·재정 지원체계’ 등 총 5개의 상위요인이 도출되었다. 둘째, 델파이 분석 결과, ‘지도자’ 영역에서는 총 5개(‘장애노인에 대한 전문지식’, ‘자격증 제도를 통한 전문지도자 양성’, ‘지도방법 및 내용’, ‘지도자의 현장 경험 및 경력’, ‘지도자의 가치관 및 철학(태도, 인성 등)’)의 하위요인, ‘프로그램’ 영역에서는 총 5개 (‘프로그램의 다양화’, ‘장애유형 및 노인 질환별 맞춤형 프로그램’, ‘다양한 영역의 향상을 위한 프로그램’, ‘생활체육과 구분되는 프로그램’, ‘의료기관과 연계 가능한 프로그램’)의 하위요인, ‘시설 및 환경’ 영역에서는 총 5개(‘이동권, 접근성 및 편의성 보장’, ‘장애노인을 위한 전문(전용)시설 확충’, ‘장비 개발 및 보급’, ‘지역 환경 및 특성에 맞는 시설 환경 구축’, ‘기존 체육시설의 활용’)의 하위요인, ‘인식 개선’ 영역에서는 총 5개(‘재활운동 및 체육의 참여 필요성 인식 개선’, ‘장애노인 당사자의 자발적 참여’, ‘다양한 대중매체를 통한 인식 개선’, ‘주보호자에 대한 인식 개선’, ‘비장애인에 대한 인식 개선’)의 하위요인, ‘행정·재정 지원체계’ 영역에서는 총 5개(‘정부 및 기관의 재정확보와 지원’, ‘지원시스템을 위한 협회 및 단체 구축’, ‘바우처 사업 적용’, ‘공적 보험 적용’, ‘지원을 위한 관련 법률의 개정’)의 하위요인이 도출되었다.

The purposes of this study was to present the important factors to facilitate rehabilitation exercise and physical education of elderly with disabilities. To attain such a purpose, a literary review was conducted in order to explore the upper factors for activation of the rehabilitation exercise and physical education of elderly with disabilities. Based on it, in order to represent multiple interests and objectivity, the final sub-factors were deducted by performing Delphi analysis, over a 2-round period, targeting a total of 30 people, 10 from each of the three expert groups (the adapted physical activity expert group, the elderly physical education expert group, and the disabled and elderly expert group). The research results drew the conclusions as follows. First, the result of a literary review shows that a total of 5 upper factors, such as ‘leaders,’ ‘programs,’ ‘facilities and environments,’ ‘improvement of awareness,’ ‘administrative and financial support systems,’ were finally deducted. Second, the result of a Delphi analysis reveals that five sub-factors according to each upper factor were presented. Specifically, regarding the area of ‘leaders,’ a total of 5 sub-factors were finally deducted. In the case of the area of ‘programs,’ a total of 5 sub-factors were finally deducted. As for the area of ‘facilities and environments,’ a total of 5 sub-factors were finally deducted. Concerning the area of ‘improvement of awareness,’ a total of 5 sub-factors were finally deducted. In the case of the area of ‘administrative and financial support systems,’ a total of 5 sub-factors were finally deducted.
