독일에서 가족이슈는 전후부터 현재에 이르기까지 모성기능 강화와 빈곤문제, 취업모의 역할 갈등, 가족구성원 간의 평등문제, 다양한 가족의 정책적 수용과 보호노동의 문제, 저출산문제 그리고 가족생활과 취업의 병행문제 등으로 이전되어 왔다. 가족문제의 아젠다화과정에는 여러 요인들이 영향을 미치게 되는데 그 요인들 중 하나인 집권정당은 한편으로는 공식적 정책결정자에 해당되는 행정기관이면서, 동시에 다른 한편으로는 정치체제에 속하기 때문에 집권정당이 가족 문제에 대해 어떻게 인식하고 이를 정책화시켰는가 하는 것은 한 국가의 가족 복지정책을 분석하는 데에 중요한 단초가 된다. 특히 독일의 경우처럼 정책정당들의 경합구도가 잘 발달된 국가에서는 정당들의 이념이나 지향성이 정책문제를 수용하고 대응해 나가는 데에 중요한 변수로 작용하게 된다. 독일의 경우에는 보수우파연합과 사민당이라는 거대정당들이 가족문제를 아젠다화함에 있어 서로 다른 관점을 견지하면서 영향을 미치고 있다. 이러한 상이성은 특히 기혼모의 취업이 자녀양육과 동시적으로 병행되도록 할 것인가 또는 순차적으로(sequentiell) 선택적 병행이 이루어지도록 지원할 것인가 하는 문제와 가족의 다양성을 어느 정도 정책에 고려해야 할 것인가 하는 문제에서 두드러진다. 이러한 맥락에서 본 연구는 독일에서 1950년대 이후부터 가족문제가 정치적 이슈로 부상된 배경에 대해 알아보며, 시대별로 각 집권정당들은 가족이슈를 어떠한 관점에서 수용하여 아젠다화하고, 이에 대한 대응전략으로써 어떠한 정책방안들을 제시하였는가를 분석해 보았다.

In modernizing process, the family has changed both its function and composition over the life cycle. Many family issues(for example, maternity protection and poverty problem, role conflict of working mother, political adaption of different families, caring work etc.) will reflect changes in social conditions as well as in perceptions, problems and circumstances. The changing Agenda of the family has been influenced by many different factors. One of these factors is a political party which belongs to official policy makers and a policy system. In past 50 years after the 2. world war, the family policy in Germany has been influenced by ideologies of 2 major political parties. With conservative political perspectives, CDU and CSU intend to strengthen the institution family and traditional division of domestic work. Their family policy is designed to reinforce the traditional family welfare system and the role of families in caring for dependents. SPD with liberal political perspectives intends to support working married women and children. Its family policy is designed to avoid conflicting with that family system of welfare and family responsibilities. This paper proceeds by chronological periods that major political parties have governed in Germany. In defining these periods this paper has watched for points at which family issues or the priorities assigned to issues have changed significantly.
