2010년대 들어서 국내에서 다양한 커뮤니티시네마가 등장하기 시작한다. 주로 국내 커뮤니티시네마는 영화접근성이 떨어지는 지역에서 활발한 활동을 보인다. 따라서 현재 한국 커뮤니티시네마운동은 한국지역영화정책 차원에서 현황을 파악하고 정책적 대안을 마련해야만 한다. 이 연구는 지역영화정책으로서 커뮤니티시네마운동의 중요성에 부합하는 지원정책을 모색하기 위한 연구이며, 한국형 지역영화지원기구 설립을 위한 기초 연구이다. 이를 위해 해외의 지역극장(영화)지원기구들에 대한 사례연구를 진행했다. 본 연구에서는 대표적인 해외 지역극장지원기구로 프랑스의 지역극장발전기구(ADRC: Agence nationale pour developpement du cinema en region), 독일의 지역영화연방협의회 BkF (Bundesverband Kommunale Filmarbeit e.V.), 영국의 시네마 포 올(CFA: Cinema For All)의 설립 배경과 역사, 주요 임무와 정책, 운영방식 등을 비교·분석하고 있다.

In the 2010s, various community cinemas began to appear in Korea. Mainly, domestic community cinemas are active in areas with poor access to movies. Therefore, the current Korean community cinema movement must understand the current situation regarding regional cinema policy in Korea and develop policy alternatives. This study is recherche to find a support policy that matches the importance of the community cinema movement as a regional cinema policy. It is a preliminary study to find a way to establish a Korean-style regional cinema support organization. To this end, the ‘regional cinema support organization’ case study was conducted. In this study, as representative overseas regional cinema support organizations, the Regional cinema development organization of France < ADRC: Agence Nationale pour developpement du cinema en region >, Regional Film Federation of Germany < BkF:Bundesverband Kommunale Filmarbeit e.V. >, and the UK’s < Cinema for all >. The strengths and weaknesses, background and history, major missions, policies, and operating methods of three regional cinema support organizations are analyzed.
