본 연구는 돌봄민주주의와 공공성의 관점에서 지역적 특성을 고려한 초등돌봄교실 운영의 개선 방안을 수요자 중심으로 탐색하는데 목적을 두고 진행되었다. 연구 목적 달성을 위해 지리적·환경적 특성이 뚜렷한 강원도 지역을 모집단으로 하여 초등학교 학부모 531명을 대상으로 하는 설문조사를 실시하였다. 연구 결과, 첫째, 초등돌봄교실을 이용하는 이유는 기관에 대한 높은 신뢰도, 사교육비 부담 완화, 사회성 및 또래관계 향상으로 나타났으며, 학부모들이 중시하는 부분은 이용 가능 시간, 집과 돌봄기관 간의 이동에 대한 안전 및 편의성 등으로 나타났다. 둘째, 초등돌봄교실 불만족 요인으로는 돌봄기관 수의 불충분, 돌봄 공백 시간대 발생 등으로 도출되었다. 셋째, 강원도 초등돌봄교실 개선을 위한 학부모들의 요구사항으로는 온종일 돌봄, 돌봄 주체의 공공성, 돌봄 전담인력의 전문성, 돌봄교실의 낮은 아동 비율 등으로 나타났다. 본 연구의 주요 분석 결과를 바탕으로, 강원 지역 초등돌봄교실의 개선을 위하여 다음과 같은 정책적 제안을 도출하였다. 구체적으로, 학부모 친화적 관점에서의 초등돌봄교실의 양적 확대 및 운영시간 개선, 지자체·교육청·학교의 협조체계 구축, 돌봄전담사 역량 제고 및 체계적 선발 제도 확립 등이 필요함을 확인하였다.
The purpose of study is to explore consumer friendly ways to improve the operation of elementary care classroom considering regional characteristics from the perspective of caring democracy and publicity. In order to achieve to the purpose, survey of 531 elementary school parents was taken in the population of Gangwon-do having clear geographical and environmental characteristics. After analyzing data, study results are as follows. First, the reasons for using elementary care classes were found to be high trust in institutions, ease the burden of private education, and improve sociality and peer relations, and parents' emphasis was on available time, safety, and convenience of movement between homes and care institutions. Second, dissatisfaction factors are insufficient number of care institutions and care gap time. Third, parent demands for improving elementary care classroom in Gangwon-do are to take care all day long, the publicity of care subjects, professionalism of daycare teachers, and the low teacher-children ratio. Based on the results of study, policy suggestions are as follows. Specifically, this study confirms that expanding elementary care classroom from a parent-friendly perspective, establishing a cooperative system among local government, local education government, and school, enhancing capability of daycare teachers, and establishing systematic recruiting processes are necessary.
