본 연구는 접경지역 활성화 방안을 제시하여 현재 대두된 접경지역의 문제를 해결한다는 의미와 나아가 향후 접경지역이 통일 한반도를 위한 중요 교두보로의 역할을 수행할 수 있다는 점에 의미를 두고 있다. 접경지역은 인천광역시, 경기도, 강원도의 10개 시·군으로 안보적 불안감이 크고, 대규모의 군사시설이 밀집해 있다. 각종 규제로 토지이용과 재산권 행사가 어렵고, 교통망과 인프라 구축 등이 미흡하여 주민들의 생활에 불편함이 많은 곳이다. 접경지역의 각종 규제는 산업구조의 낙후를 가져왔고, 이로 인한 지역의 인구는 지속적으로 감소하고 있으며, 재정자립도 역시 한 자릿수를 기록할 만큼 매우 빈약한 상황이다. 「접경지역지원특별법」을 통해 접경지역의 발전을 도모하고 지역 주민들의 피해보상을 지원하고자 했으나, 정부의 지원도 미흡하고, 법률적 단서조항에 막혀 오히려 접경지역의 발전을 저해하는 장애법률이 되고 있다. 또한 국방개혁 2.0 추진으로 접경지역의 경제적인 위기도 심각한 상황이다. 이러한 접경지역에 대두된 문제점을 통해 접경지역을 활성화 시킬 수 있는 다양한 방안을 모색할 수 있다. 안보교육시스템을 구축하고 국제사회를 참여시켜 국제적 완충지대를 조성해 안보 불안감을 해소시켜야 한다. 「접경지역지원특별법」개정을 통해 상위법으로서의 법적 지위를 확보하고, 종합적 지원대책을 제도화해야 한다. 그리고 접경지역 개발을 위한 광역 교통망을 구축해 수도권과의 접근성을 높이고 제조업 위주의 산업구조를 전환해야 한다. 인구 감소 최소화와 새로운 인구 유입을 위해 군 교육시설, 군사대학, 안보 대학원 등을 유치하고, 군 유휴부지를 적극 활용한 신도시 건설에도 적극 노력해야 한다.

A security education system should be established and the international community involved to create an international buffer zone to relieve security anxiety. Through the revision of the 「Special Act on Border Area Support」, it is necessary to secure its legal status as a higher law and to institutionalize comprehensive support measures. In addition, it is necessary to build a wide-area transportation network for border area development to increase accessibility to the metropolitan area and to transform the manufacturing-oriented industrial structure. In order to minimize the population decline and introduce a new population, it is necessary to attract military educational facilities, military colleges, and security graduate schools, and to make active efforts to construct a new city that actively utilizes unused military land.
