서울시가 발주한 버스정류소 스마트 쉘터 제작·설치 사업에서 스마트 버스승강장을 ‘디지털 인프라 공간으로 조성하고, 기후변화에 구애를 덜 받고, 시민의 안전을 보장하고, 쾌적한 공간을 제공’하는 것으로 볼 때 스마트 버스승강장은 정보시스템에서부터 다양한 스마트 설비를 설치해 적극적인 편의를 제공하는 교통 플랫폼으로 정의할 수 있다. 지금까지의 버스승강장은 단순히 대중교통의 운영을 용이하게 할 목적으로 사람들을 지정된 장소로 모이게 하는 시설이며, 소규모의 단일화된 정류장으로 인식되어 왔다. 본 연구는 중소도시에서 설치되고 있는 스마트 버스승강장에 대한 개념 정립과 기본적인 가이드라인 제안을 목적으로 한다. 대도시와 달리 중소도시에서는 대중교통수단이 버스가 유일한데 대중교통시설물에 속하는 스마트 버스승강장에 대한 개념이나 정의는 물론 기본적인 가이드라인도 없이 사업이 계속해서 진행되고 있다. 형태적으로 보면 밀폐공간을 가지고 있어 보행로에 설치하게 되면 보행로를 직접적으로 간섭하게 되는데 중소도시는 보행로가 넓지 않아 지금의 보행로에 스마트 버스승강장을 설치하기에는 상당한 어려움을 안게 된다. 대중교통시설물은 많은 사람들이 다양한 행동 패턴을 가지고 직접 이용하는 시설로서 그 어떤 공공시설물 보다 우선적으로 가이드라인의 정립이 필요하다. 연구방법은 평택시와 당진시의 설치 사례를 중심으로 스마트 버스승강장의 개념과 역할을 살펴보고, 정부와 두 도시의 정책, 가로현황, 공공디자인 가이드라인 등을 살펴 분석했다. 버스승강장의 첫번째 변화는 환승센터로의 발전이었으며 대중교통체계를 획기적으로 바꾸는 계기를 마련했듯이 앞으로는 스마트 버스승강장이 대중교통체계에서 두 번째 변화를 가져올 것으로 판단된다. 이러한 상황에서 가이드라인을 수립하지 않은 채 무분별하게 사업만 지속한다면 변화의 추동력을 잃을 수도 있다. 본 연구는 평택시와 당진시라는 중소도시에 설치된 실증사례를 분석해 스마트 버스승강장의 용어 정리, 개념과 역할 정립 및 기본적인 가이드라인을 제안하고, 일정한 규모를 가지고 있는 스마트 버스승강장의 설치조건과 스마트 설비에 대한 사항도 정리했다. 이를 통해 앞으로 사업을 시행할 공무원에게 대상지 선정에서부터 도움을 주는 것과 더불어 이용자 중심의 관점에서 사업이 실행되길 기대한다.
The purpose of The Bus Stop Smart Shelter Production and Installation project ordered by the Seoul Metropolitan Government is ‘to create a digital infrastructure space, to be less affected by climate change, to ensure the safety of citizens, and to provide a comfortable space’. The Smart Bus Platform can be defined as a transportation platform that provides active convenience by installing various smart facilities from an information system. Up to now, bus stop are simply facilities that gather people to a designated place for the purpose of facilitating the operation of public transportation, and have been recognized as a small, unified stop. The purpose of this study is to establish the concept of The Smart Bus Platform being installed in small and medium-sized cities and to propose basic guidelines. Unlike large cities, buses are the only means of public transportation in small and medium-sized cities, but the project continues without basic guidelines as well as the concept or definition of The Smart Bus Platform belonging to public transportation facilities. In terms of form, it has an enclosed space and when installed on a pedestrian path, it directly interferes with the pedestrian path. The public transportation facilities are directly used by many people with various behavior patterns, public design guidelines should be established prior to any other public facilities. The research method was analyzed by examining the concept and role of The Smart Bus Platform, focusing on installation cases in Pyeongtaek-si and Dangjin-si and by examining the policies, street status, and public design guidelines of the government of the two cities. The first change in the bus stop was the development of a transfer center, and just as it provided an opportunity to radically change the public transportation system, it is judged that The Smart Bus Platform will bring the second change in the public transportation system. In such a situation, if the business continues indiscriminately without organized guidelines, the driving force for change may be lost. This study analyzes empirical cases installed in small and medium-sized cities such as Pyeongtaek-si and Dangjin-si to organize the terminology of The Smart Bus Platform, establish concepts and roles, and suggest basic guidelines. It also arranged the installation conditions and smart facilities of smart bus platforms of a certain size. Through this, it is expected that the public officials who will implement the project in the future will benefit from the selection of the target site and the project will be implemented from a user-centered point of view.
