악센트란 두 그룹의 언어 화자들이 사용하는 언어가 발음에서만 차이가 있을 때 그 차이를 보이는 특징을 말한다. 방언 악센트는 일반적으로는 표준어 발음과 대비했을 때 드러나는 방언의 발음상의 특징이다. 발음상의 특징에는 음운, 음운 규칙, 문장의 억양 등이 포함될 수 있으나 이중 어떠한 특징이 방언 악센트로 드러날지는 개인 화자별로 차이가 날 수 있다. 방언 악센트가 한 언어 내의 방언과 방언이 대비되었을 때 드러나는 것이라면 외국어 악센트는 한 언어와 다른 언어가 만났을 때 드러나는 특징이다. 학습자 오류와 외국어 악센트는 연속선상에 있는 현상이지만 이해명료성이 높다면 외국어 악센트는 수정의 대상이 될 필요는 없다.

Accent is a characteristic that shows the difference when the language used by the two groups of speakers differs only in pronunciation. A dialect accent is a set of pronunciation features that is usually revealed when compared to the standard pronunciation. The pronunciation features may include phonemes, phonological rules, intonation of sentences, etc. However, which of these features is revealed as a dialect accent may differ for each individual speaker. While dialect accents are revealed when a dialect and a dialect within a language are contrasted, foreign accents are a characteristic that is revealed when one language meets another. Just as dialect accents do not need to be corrected, so do foreign accents if intelligibility is high enough.
