본 연구의 목적은 지방교육자치단체인 세종시교육청을 대상으로 교육기관 특성에 맞는 장애학생 취업 촉진 방안을 지역사회와 연계하여 실천적 일자리 지원방안을 모색하는 데 있다. 이러한 방안을 창출하기 위해 고용노동부의 장애학생 고용대책과 광역단위 교육기관의 장애학생 취업정책 등의 문헌자료을 살펴보고, 특수학교인 세종누리학교, 서울시청, 국립특수교육원, 한국장애인고용공단, 세종국책연구단지 등 기관의 핵심관계자들과 인터뷰를 실시하여 ‘진로체험형 장애학생 인턴제도’ 방안을 제시하였다. 이는 세종시교육청 소속의 특수학생을 대상으로 세종발달장애인훈련센터 직업교육 및 취업훈련을 실시하고, 세종시교육청 주관의 현장 인턴 이후 세종시 소재의 정부기관, 국책연구단지 등 취업지원연계시스템을 구축한다는 것이다. 본 연구는 위드 코로나 시대에 장애학생 일자리 수요 다양화 측면과 지역사회 공공기관의 징벌적 성격의 장애인 고용부담금 대체 효과 측면에서도 의미가 있을 것이다.

This study aims to devise practical job support measures by coordinating with the local community regarding employment boost for students with disabilities, targeted for Sejong City Office of Education, which is a local self-governing educational organization. To devise these measures, literature such as the Ministry of Employment and Labor’s action for employment of students with disabilities and metropolitan educational organizations’ employment policies were examined. This means that job education and career training will be carried out by Sejong Training Center for Persons with Developmental Disabilities, for special students who belong to Sejong City Office of Education. Following on-the-job internships, employment support system will be coordinated with government organizations under Sejong City, national research institutes, etc. From the perspective of diversification of students with disabilities’ demand for jobs in the age of with-COVID19 and replacing local community’s government offices’ punitive handicapped employment levy, this study carries significant meaning.
