본 연구는 독일의 병원학교 운영 체제와 건강장애학생 교육과 수업 특성을 살펴보고, 이를 통하여 우리나라 병원학교와 건강장애학생교육의 발전을 위한 시사점을 찾고자 한다. 본 연구에서는 독일 노트라인 베스트팔렌(NRW)주의 쾰른(Koln)시의 요한-크리스토프-빈터스(JCW-Schule) 시립병원학교의 자료와 정보를 바탕으로 사례연구형식으로 살펴보았다. 주요 연구결과는 다음과 같다. 첫째, 독일의 병원학교나 건강장애학생에 대한 교육과 수업의 역사는 우리나라에 비해 비교적 긴 편이다. 둘째, 건강장애의 대상범주나 질병의 지속기간에 대한 법적인 규정이 우리나라의 경우에 비해서 훨씬 더 포괄적이고 적극적인 측면을 살펴볼 수 있다. 셋째, 독립된 교육기관으로서의 병원학교가 병원당국과의 수평적인 관계 속에서 운영되고 있다는 점이다. 넷째, 독일의 병원학교는 의료진을 비롯하여 특수교사, 일반교사, 원적학교, 학부모 등 관계 전문가 및 기관들 간의 적극적인 협력 관계가 형성되어 있다는 점이다. 따라서 우리나라 병원학교의 위상이나 건강장애학생의 교육과 수업의 질적, 양적인 발전을 위하여 특히 이에 대한 구체적이고 적극적인 법규의 재정립이 요구된다. 이를 통하여 교육적 사각지대에 방치될 수 있는 학령기 아동이나 청소년들을 미리 예방할 수 있을 것으로 보는 바이다.
The purpose of this study was to examine the characteristics of education and instructional management of hospital schools for students with health disabilities in Germany, and to examine implications for the development of education and hospital schools for students with health disabilities in Korea. In particular, this study looked at the case study format based on the data and information of the JCW-Hospital School in NRW state, Germany. The main research results are as follows. First, the history of education and instruction for hospital schools and students with health disabilities in Germany is relatively longer than in Korea. Second, the legal regulations on the target category of health disorders and the duration of the disease are much more comprehensive and more active than in Korea. Third, the hospital school as an independent educational institution is operated in a horizontal relationship with the hospital authorities. Fourth, German hospital schools have an active cooperative relationship between medical staff, special teachers, general teachers, original school, parents, and other related experts and institutions. Therefore, in order to develop the status of hospital schools in Korea and the quality and quantity of education and instruction for students with health disabilities, specific and active reestablishment of laws and regulations is required. Through this, it is expected that school-age children and adolescents who can be left in the blind spot of education can be prevented in advance.
