본 연구는 김대중·노무현 대통령의 국정과제와 중소기업 정책 평가를 연계하여 분석하였다. 김대중 대통령 시기에 분배를 중시하는 정책이 시작되었고, 노무현 대통령 시기에 국정과제 시스템을 도입함으로써 진보정책이 체계적으로 추진되었다. 이러한 김대중·노무현 정부의 국가정책은 중소기업 정책에도 큰 영향을 미쳤다. 즉, 김대중 대통령 정부에서는 외환위기 극복과 맞물려서 벤처창업정책이 촉진되었으며, 분배지향적인 소상 공인정책이 도입되었다. 또한 노무현 대통령 정부에서는 벤처 중시 정책을 이어받아 혁신선도형 중소기업 육성 정책이 강력하게 추진되었으며, 소상공인에 대한 지원이 더욱 확대되었다. 또한 본 연구는 그 동안의 중소기업 정책의 성과에 대한 평가를 통하여 김대중 정부와 노무현 정부의 중소기업 정책은 전반적으로 소기의 성과를 달성하였으며, 다음 정부에서 중소기업 정책을 안정적으로 추진할 수 있는 기반을 마련하였다는 것을 밝혔다. 김대중 정부의 벤처창업 장려정책은 중소기업 사업체수의 급증을 낳았으며, 이는 대기업에서 퇴출된 인력의 일자리 창출과 경기 활성화에 기여했다. 또한 김대중·노무현 대통령의 창업촉진 정책 및 중소기업 육성정책은 중소기업의 일자리 증가로써 확인되고 있으며, 한계기업 비중이 14%를 넘지 않아 중소기업의 경영체질이 강화되어 있음을 알 수 있다.

This paper has evaluated small and medium enterprise policy as well as presidential agenda of president Kim Dae-Jung and Roh Moo-Hyun. The two presidents introduced new policy and system in the Korean government. While president Kim introduced distributive policies, president Roh introduced presidential agenda system in Korea. The two presidents also influenced greatly small and medium enterprise policies. That is, president Kim strongly drove the policy for venture business startups as well as introduced the concept of micro-enterprise policy. President Roh also drove promotive policy for innovative small and medium enterprises and strengthened supports for micro-enterprises. This paper found that presidents Kim and Roh had accomplished their small and medium enterprise policy goals and established the policy base for the next government. During president Kim’s government, the number of small and medium enterprise had greatly increased due to promotive policy for venture business startups, which resulted in creating jobs and boosting economy just after foreign exchange crisis in 1997. President Roh also increased jobs in the small and medium enterprises and strengthened management constitution of small and medium enterprises.
