AI와 같이 짧은 주기로 발전을 거듭하는 분야에서 시의성 있고 효과적인 정책 수립을 위해서는 종합적인 관점에서 최신 동향을 빠르게 파악하는 것이 중요하다. 이에 본고에서는 연구, 인재, 산업, 정치에 이르기까지 AI 분야 최신 동향을 다각도에서 제공하는 State of AI Report의 2021년 내용을 살펴봄으로써, 글로벌 AI 최신 트렌드를 파악함과 동시에 이를 기초로 향후 12개월 내에 국내 AI 분야에서 발생할 일들을 예측하였다. 우선 연구 부문에서는 Transformer 구조가 NLP 분야를 넘어 타 분야로 빠르게 확장하고 있으며, 전 세계적으로 대형언어모델의 개발이 가속화됨에 따라 몇몇 국가에서는 그들만의 고유한 모형을 개발하고 있는 것으로 나타났다. 또한, ML 성능 최적화를 위한 JAX 프레임워크가 대중적인 ML 프레임워크로 부상하고 있다. 인재 부문에서는 1980년 까지만 해도 AI 연구 실적이 전혀 없었던 중국이 오늘날 가장 많은 양질의 AI 연구를 발표하는 국가가 되었으며, 빅테크 기업이 유명 대학과의 연구 협력을 지속하면서 AI 연구의 탈민주화가 진행되고 있는 것으로 나타났다. 산업 부문에서는 AI·데이터 기업 생태계가 대형 IPO를 통해 성숙 단계에 진입하였으며, 여러 분야에서 상용화 사례가 발견되었다. 또한 AI 커뮤니티는 MLOps의 핵심이 모형 중심(model-centric)에서 데이터 중심(data-centric)으로 바뀌는 현상에 대해 주목하고 있음을 알 수 있었다. 마지막으로 정치 부문에서는 AI Safety가 연구자들 사이에서 주목받고 있으며, EU의 AI 규제 법안(AIA) 발의 내용이 강조되었다. 향후 12개월 내에 국내 AI 분야에서 발생할 일들을 에상해보면 다음과 같다. 우선 연구 부문에서는 AI 학습 및 추론에 요구되는 H/W 인프라의 투자 규모가 거대화함에 따라, AI 기술개발 분야의 이분화 현상이 가시적으로 드러나게 될 것이다. 또한, 한글 맞춤형 Transformer 모형의 개발 및 배포가 가속화될 것으로 예상되는 가운데, 해외 Eleuther AI의 시도와 유사하게 Transformer 기반의 초거대 AI 모형을 오픈소스로 배포하는 사례도 등장할 것으로 예상된다. 인재 부문에서는 학령인구 절벽과 AI 개발자 임금의 양극화로 인해 지방 중소기업의 AI 전문인력 고용이 더욱 어려워질 것으로 예상된다. 산업 부문에서는 AI의 효율적 학습 및 추론을 위한 데이터 전처리 또는 가공 기업의 성장세가 두드러질 것으로 예상되며 이 중 일부 기업은 성공적인 IPO를 통해 유니콘 기업으로 성장할 수 있을 것으로 예상된다. 또한, AI 기술 발전과 정부의 정책적 노력에 힘입어 산업 현장에서의 AI 도입이 그 어느 때보다도 활발해질 것으로 전망된다. 마지막으로 정치 부문에서는 전 세계적으로 신뢰할 만한 AI(Responsible AI)의 중요성이 증대됨에 따라 국내에서도 AI Safety를 전문으로 하는 기업이 등장할 것이며, EU의 AI 규제를 기초로 한 리스크 접근 방식의 다양한 AI 규제 법안이 발의되거나 가이드라인이 만들어질 것으로 예상된다.

As a paradigm shift in the artificial intelligence(AI) domain occurs frequently, it is significant to capture latest trends quickly in order to establish AI relevant policies effectively. The State of AI report is the one of renowned article which has provided timely insight for AI domain in terms of research, talent, industry, and politics. Hence, summarizing the newest version of the report (i.e., the State of AI report 2021) would be a way penetrating latest AI trends. Based on the article, we aim to look over chagnes in the AI domain firstly, and then prospect what will happen in the near future of Korea. First, in the research sector, transformer structure has been rapidly expanding beyond NLP application to others. And as the advancement of large-scale language models is accelerating around the world, academia/industrial practitioners are eagerly trying to develop new models fits to their own unique languages. Additionally, the JAX is now fiercely threatening a throne of machine learning(ML) framework. In the field of talent, China, which had no AI research record until 1980, has become the country that publishes the most high-quality AI research today. In the industrial sector, AI/data company ecosystem has entered a mature stage through large scale IPOs, and commercialization cases have been found in several fields. Also, AI communities are paying attention to the phenomenon that the core of MLOps is changing from model-centric to data-centric. Addressing the political issues, AI Safety has recieved a huge amount of interests among researchers. In the meantime, EU's AI Regulation Act (AIA) also has been discussed a lot. Based on the latest AI trends and insight on the domestic surroundings, this report tries to prospect upcoming future for South Korea ambitiously but also carefully. Firstly, we have opinions on furue changes in research sector as follows. As the investment scale of H/W infrastructure required for AI learning and reasoning becomes huge, there is a certain symptom that a main stream in the domestic AI ecosystem seems to be divided into two parts; (i) AI framework/solution by few major AI-tech corporates (i.e., AI tech-providers), and (ii) third parties' applications/services based on an already developed AI framework (i.e., AI utilizing service providers). In addition, we can predict that the development and distribution of the Korean-customized Transformer model would be accelerated. Similar to Eleuther AI's attempt, it is also expected that a Transformer-based super-giant AI model would be developed as an open source. For about talent cultivation, it would be harsh time for local small and medium enterprises(SMEs), when the SMEs look fot AI experts due to the school-age population cliff and the polarization of AI developer wages. In the industrial sector, the market size of data preprocessing and labeling would grow remarably as a-priori needs from AI learning or inference. Perhaps, some of these companies could grow into an unicorn company through successful IPOs. Moreover, AI techniques will be disseminated extensively to whole industries due to political supports, indicating AI driven paradigm shift will occur much frequently and change our whole life. Funally, in the political sector, as the importance of responsbile AI increases worldwide, companies specializing in AI safety will appear in Korea, and various AI regulations benchmarking/conferring the EU AIA are possibly established soon, and then relevent guidelines will be proposed.
