본 연구에서는 2017년에 새로 도입되어 현재 국내에서 수행되고 있는, 휴대전화 가상번호를 근간으로 하는 선거여론조사 방법의 정확성을 두 가지 측면에서 살펴보았다. 먼저 휴대전화 가상번호를 활용한 선거여론조사 방법론의 개선을 통해 여론조사의 정확성이 어느 정도 향상되었는지 보기 위해, 2016년 국회의원선거 여론조사와 휴대전화 가상번호 제도 도입 후에 실시된 2020년 국회의원선거 여론조사의 정확성을 수도권에서 실시된 여론조사를 대상으로 비교ㆍ분석하였다. 분석의 결과, 휴대전화 가상번호 도입 이후 전화여론조사의 정확성이 과거에 비해 대폭 향상되었다는 것을 확인할 수 있었다. 아울러, 가상번호를 기반으로 한 선거여론조사를 선거결과 예측 용도로 활용하는 것이 가능한지를 검증하기 위해 2021년 4.7 보궐선거를 앞두고 서울과 부산에서 수행한 방송사공동예측조사위원회 전화여론조사 사례를 토대로 분석하였다. 분석 결과 단순한 형식의 로지스틱 회귀모형을 기반으로 한 응답유보층에 대한 보정을 통해서도 상당히 정확한 후보자 별 최종 득표율 예측이 가능하다는 결과를 얻었다.

In this study, the accuracy of the election poll method currently being conducted in Korea based on the mobile phone virtual number was examined. The accuracy of the 2020 National Assembly election poll conducted after the introduction of the mobile phone virtual number system was investigated to see how much it improved in terms of accuracy through the current election poll using mobile phone virtual numbers. As a result of the analysis, it was confirmed that the accuracy of telephone public opinion surveys using mobile phone virtual numbers has improved significantly compared to the past. In addition, whether it is possible to use the current telephone poll for predicting the election results was investigated based on the case of a telephone poll conducted in Seoul and Busan ahead of the 4.7 by-election in 2021. We found that it was possible to accurately predict the vote rate for each candidate through correction of the response reserved group based on the logistic regression model.
