최근 국민의 소득증대에 맞추어서 문화예술교육의 확산은 꽤 빠른 속도로 진행되었다. 사교육에서 담당하던 예체능교육과 예술 특성화교육이 공교육으로 서서히 이전되면서 학교전반에 걸친 다양한 예술관련 교육 프로그램들이 현장에 적용되었기 때문이다. 이중에서도 특히 베네수엘라에서 시작된 엘 시스테마 프로그램은 사회복지 사각지대에 놓여 있는 많은 아동 및 청소년들에게 문화예술교육의 확대 및 혜택을 가져오게 한 사회적 공공오케스트라 시스템 중에서 성공사례로 손꼽힌다. 따라서 본 논문에서는 필자가 7년간 직접 경험했던 한국형 엘 시스테마 교육프로그램인 꿈의 오케스트라 ‘창원’을 중심으로 오케스트라 사업운영현황, 교육시스템 등을 제시하고자 하였다. 이 연구를 통해 얻은 결과는 첫째, 사회적 공공오케스트라의 확산은 곧 취약계층의 문화예술교육 확대로 이어지는 만큼 지속적으로 확산시켜 나가는 것이 가장 중요한 과제다. 둘째, 각 거점별 꿈의 오케스트라에서는 지역적 특성을 최대한 살린 다양한 지역참여 활동과 참여아동들에게 유익하고 효율적인 교육프로그램을 구성해야한다. 셋째, 지역별 특성에 맞는 모델을 구현하여 지역자원을 발굴하고, 다양한 협력기관과의 연계를 통해 지역사회 활성화에 기여해야 할 것으로 본다.

Recently, the spread of culture and arts education was quite rapid in line with the increase in the income of the people. This is because various arts-related education programs across schools were applied to the field as arts and physical education and art specialization education were gradually transferred to public education. Among them, the El Sistema program, which was launched in Venezuela in particular, is considered a success story among the social public orchestra systems that have brought the expansion and benefits of culture and arts education to many children and teenagers in the blind spots of social welfare. Therefore, the Ministry of Culture, Sports and Tourism also introduced the El Sistema Korea Culture and Arts Education Program in 2010 to provide opportunities for culture and arts education to vulnerable children and teenagers. During the 10 years since the project was implemented, the Dream Orchestra's operation project has expanded to 48 bases (including reserve hubs) as of 2020, and is now recognized as a representative program of social public orchestra culture and arts education. Therefore, in this paper, we looked at the status of social public orchestra, analysis of socioeconomic benefits, and the status of administrative support system, and presented the results of the survey, focusing on the dream orchestra 'Changwon', which I experienced directly for seven years. The main results of this study are as follows: First, as the spread of social and public orchestras leads to the expansion of culture and arts education for the vulnerable, the most important task is to continue to spread them. Public orchestras that are created by injecting private resources lack continuity and stability of subsidies, and administrative organizations and support systems are not properly established. In the end, the uncertainty of the stable support system could lead to a break in culture and arts education. However, the social and public orchestra, in which public funds are invested, has a stable distribution of state-funded educational subsidies, an administrative support system, and an organizational structure, enabling continuous culture and arts education for participating children. Second, the dream orchestra of each hub should organize various regional participation activities and educational programs that are beneficial and efficient for participating children that make the most of the regional characteristics. At present, the Dream Orchestra Changwon has participated in various local activities, including community service performances, to make children feel proud and rewarded for their community service through art. Moreover, the education system provides customized education for each level from basic to advanced education, and provides and operates various integrated education plans such as mutual learning, part learning, and ensemble. Third, local resources should be explored by implementing models tailored to regional characteristics, and contribute to the revitalization of local communities through links with various partner agencies. At the end of state support, it is believed that organic relations with local governments should be maintained well so that it is easier to switch to self-reliance hubs, and in particular, it will be able to promote the establishment of network by hub to develop through continuous and close communication and cooperation with partner institutions.
