임산물생산조사 통계작성 시 특용작물생산실적 24개 품목에 대해서 행정조사를 통해 생산된 통계자료를 활용하고 있다. 그러나 특용작물생산실적 몇 개 품목에 대한 지역별 생산량 사례를 보면 일반적으로 생산농가수가 크게 감소하면 수확량도 감소해야 하는데 반대의 결과를 가져오는 등 통계 결과에 대한 신뢰성 문제가 제기된다. 따라서 향후 임산물생산조사에서 활용하고 있는 특용작물생산실적 품목에 대해서는 장기적인 측면에서 산림청에서 모집단 조사와 관리를 통해 직접 전수조사 또는 표본조사를 담당하는 것이 타당할 것으로 판단된다. 또한, 생산액 추정에 있어서 특용작물생산실적은 농수산물 도매시장의 품목별 월별 거래가격을 적용하고 있지만, 임산물생산조사는 판매단가를 적용하고 있어 동일 품목에 대한 생산액 추정 시 오차 발생 확률이 높다. 따라서 이러한 문제점들을 개선하기 위해서는 현장검증 및 합리적인 단가산정 방안 마련이 필요하다.

When creating the statistics related to survey on production of forest products, for the actual yield of 24 special crops, the statistical data obtained through administrative investigations are used. However, as shown in the case of regional yield for several items of special crops, it is common for the yield to decrease when the number of farmhouses decreases significantly, however, the result is the opposite. In other words, the question arises whether the statistical results can be reliable. Accordingly, for the actual yield of special crops items used by the survey on production of forest products in the future, from a long-term perspective, it would be appropriate for the Korea Forest Service to directly take charge of complete enumeration surveys or sample surveys through population surveys and management. In addition, for estimating the yield, the monthly transaction price for each item in the wholesale market for agricultural & marine products is applied to the yield of special crops, whereas the unit sales price is applied to the survey on production of forest products. It will lead to a high probability of error in estimating the yield for the same items. Therefore, in order to improve such problems, it is necessary to make the plans to set reasonable unit price, in addition to on-site inspection.
