PA로도 알려진 의사보조인력(Physicain Assistant)은 새로운 의료전문직을 나타내며, 의사와 간호사 사이에 나눌 수 없는 형태를 형성하도록 설계되었다. 우리나라에서는 전문간호사 제도의 활성화와 관련하여 논의되고 있다. 우리나라의 경우 아직 PA 제도가 합법화된 것은 아니며 의료와 관련된 단체에서도 의견이 다르게 개진되고 있다.
본 논문에서는 먼저 PA의 제도화에서 훨씬 더 발전된 외국의 역사적 발전과 현재 상황을 제시함으로써 PA의 포괄적인 개요를 제공하는 데 있다. 여기에서는 병원내 직종의 발전에 필수적인 주요 법률규정들을 다루고 있다. 아울러, PA 제도의 정립에 유익한 영향을 미치는 보건시스템의 특수성에 대해 논의하고 의사와 간호사와 비의료직원간의 노동분업적 문제는 PA를 특별히 관련하여 설명하고 있다. 이에 따라 병원 내 직종들간의 간의 다양한 형태의 협력을 서로 비교하고 PA 사용과 관련하여 제시하고 있다. 또한 외국 보건시스템의 정리를 통해서 노동분업 및 개별 직업 프로필에 대해 규율체계와 결합하여 보건시스템에서 PA의 역할에 대한 전반적인 평가를 하고 있으며, 보건시스템에서 PA의 기술을 최적으로 사용하기 위한 입법적 검토가 필요한 부분은 무엇이고 새로운 전문직에 대한 전망을 도출하고 있다.
The Physicain Assistant, also known as PA, represents a new medical profession and is designed to form an inseparable form between doctors and nurses. In Korea, discussions are being made regarding the activation of the professional nurse system. In the case of Korea, the PA system has not yet been legalized, and medical-related organizations have different opinions.
First of all, this paper aims to provide a comprehensive overview of PA by presenting the current situation of foreign countries that are much more developed in the institutionalization of PA. This article deals with the major legal regulations essential to the development of occupations in hospitals. In addition, the specificity of the health system that has a beneficial effect on the establishment of the PA system will be discussed, and the issue of division of labor between doctors, nurses, and non-medical staff will be explained in particular with respect to PA. Various types of cooperation between occupations in hospitals are compared and presented in relation to the use of PA. In addition, through the reorganization of foreign health systems, the division of labor and individual occupational profiles are combined with the discipline system to provide an overall assessment of the role of PA in the health system, and legislative review is still required to optimize the use of PA technology in the health system. In Conclusion, our study presents what is needed and prospects for a new profession.
