이 논문은 아직도 5.18민주화운동에 대한 부정과 왜곡이 지속될 수 있는 정치적 구조에 대해 살펴본다. 이를 살피는 이유는 두 가지다. 하나는 5.18민주화운동에 대한 부정과 왜곡이 특정 개인과 집단의 일탈에 따른 것으로 가정하는 시각의 한계를 극복하기 위해서다. 다른 하나는 5.18민주화운동이 갖는 인류보편적 규범과 민주주의적 가치에 대한 조명, 그리고 사실관계의 규명과 축적에도 불구하고 부정과 왜곡이 지속되고 있기 때문이다. 따라서 정치 사회적 행위자들을 강제하고 유도하는 보다 구조적인 요인을 파악할 필요가 있기 때문이다. 하지만 5.18민주화운동에 대한 그간의 논의에서 정치적 구조에 초점을 맞춘 논의는 거의 전무하다. 이로부터 이 논문은 5.18민주화운동 이후 정치균열과 정당체제의 작동방식과 성격에 주목함으로써, ‘의사(pseudo) 진보-보수 양당우위체제’라는 정치적 구조에 바탕해 5.18 민주화운동에 대한 부정과 왜곡이 지속될 수 있음을 확인한다. 이는 의사 진보-보수 양당우위체제가 민주-반민주 균열의 조기해소, 지역균열의 장착과 변용, 진보-보수 균열의 제약과 변형적 동원을 통해 만들어지는 과정에서, 5.18민주화운동을 과거화ㆍ형식화(의례화)-지역화ㆍ고립화-추상화ㆍ정파화했기 때문이다. 따라서 5.18민주화운동에 대한 부정과 왜곡의 지속이라는 문제를 해소하기 위해서는 그와 같은 정치적 구조를 해체해야 한다. 그리고 이를 위해서는 5.18민주화운동의 경험과 의미를 민중의 삶의 질 개선에 실질적인 효과를 내는 이념과 정책의 투입과 산출로 연결해내야 한다.

This article examines the political structure in which the denial and distortion of the 5.18 Democratization Movement can still persist. There are two reasons to look in to this. One is to overcome the limitation of the view that assumes that the denial and distortion of the 5.18 Democratization Movement is due to deviation from specific individuals and groups. The other is that denial and distortion persisit despite ilumination, clafication and accumulation of the universal norms of mankind, democratic value, and the facts. Therfore, it is necessary to identify more structural factors that force and induce political and social actors. However, there have been few discussion about the 5.18 Democratiaztion Movement focused on the political structure. From this, this paper confirms that the denial and distortion of the 5.18 Democratization Movement can continue based on the political structure of the ‘pseudo progressive-conservative bipartisan dominance system’, throughly that focuses on the operation mode and character of the political cleaverges and the party system after the 5.18 Democratization Movement. this is because the pseudo progressive-conservative bipartisan dominance system has made the 5.18 Democratization Movement as the past and ritual, the local and isolated, and the abstracted-politically devided, in the process that early resolution of the democratic-anti democratic cleaverge, the installation and transformation of the local cleaverge, and the restriction and transformational mobilization of the progressive-consrvative cleaverge. therefore, in order to solve the problem of continuing denial and distortion of the 5.18 Democratization Movement, such a political structure must be dismantled. And for this, the experience and meaning of the 5.18 Democratization Movement must be linked to the input and output of idea and policies effect on improving the quality of life of the people.
