이 논문은 국민국가 수준의 첫 기본소득 정책 실험으로 주목받은 핀란드 기본소득 실험(2017-2018년)의 역사-정치적 맥락, 실험 디자인과 진행 과정의 특징, 주요 결과와 함의, 향후 전망 등에 대한 체계적 분석을 제공한다. 핀란드는 북유럽 복지국가들 중 기본소득에 관해 특별한 관심을 보여온 국가로 주요 정당들이 논쟁을 주도하는 특징을 보이며, 이번 실험은 보편적 복지국가의 지속가능한 미래를 탐색하기 위한 정부 주도의 사회혁신 실험이라는 성격을 갖고 있다. 그러나 보편주의 원리의 확대와 시장친화적 고용(복지)개혁 요구가 혼재된 가운데 중도우파 정부의 이니셔티브로 전개된 이번 실험은 설계 디자인과 진행 과정에 일부 한계를 노정하였고, 특히 ‘고용활성화 모델’ 등 기본소득과 원리가 상충되는 제도가 갑자기 도입되면서 기본소득 실험 결과에도 부정적 영향을 끼친 점이 확인된다. 실험 결과 삶의 질과 복리 측면의 향상에도 불구하고 주된 목표였던 고용률 증진 효과는 기대에 미치지 못한 것으로 나타난다. 무엇보다 고용활성화 모델 도입으로 인해 고용률 지표 변화의 수준과 원인을 정확히 판별할 수 없다는 점은 중요한 한계이다. 모호한 결과와 더불어 향후 핀란드에서 기본소득의 제도화 전망은 불투명해진 상태이나 주요 정당의 노선과 현 정부 프로그램 등을 고려할 때 추가 기본소득 실험이나 유사한 형태로의 사회보장제도 개혁 가능성도 여전히 남아있다.

This article aims to provide a systemic analysis on the Finnish government’s basic income (BI) project (2017-2018), the first BI experiment at the nation-state level. To this end, it studies (1) its historical-political contexts, (2) design and implementation process, (3) final results and their implications, and (4) the future prospect of institutionalizing BI in Finland. The case is important in that Finland is the only Nordic welfare state having continuously debated the feasibility of BI ideas, with various policy proposals presented by different political parties; it was a government-driven social innovations experiment to explore a sustainable future of the universal welfare state. However, revealing contradicting elements such as expanding universalism while introducing new sanctions on the unemployed, the project initiated by the then-PM Juha Sipila (Centre Party) showed limitations in its design and implementing process. The Activation Model is particularly criticized to have affected the final results. Despite general improvements in economic and subjective well-being indicators, impacts on employment rates remained lower than aimed. A significant problem is that it can hardly be discernable how two different mechanisms affected employment rates’ change. Along with obscure results, the future prospect of BI institutionalization in Finland seems to be uncertain. Simultaneously, there remains a possibility for the Finnish government to launch another experiment of basic income (NIT-format) in near future.
