러시아 극동지역은 자연적 관광자원이 풍부하므로, 이들 산지와 강, 해안을 이용한 여가활동 관광 자원(레크레이션 자원)이 풍부하다. 스키장, 등산, 낚시 등의 여가활동을 즐길 수 있고, 쇼핑과 문화관광도 함께 즐길 수 있다. 또한 지구상에 마지막 남은 환경보전지역의 하나인 북극해 지역은 경제적 개발과 함께 보전이라는 중요한 문제를 내포하고 있다. 러시아의 레나강-삼각주 지역은 북극해의 개발 가능성과 함께 지리적으로 용이한 접근성과 생물학적 다양성을 갖는 지역으로 미래의 생태관광지로 주목할 필요가 있다. 최근의 지구적 기후변화에 따른 북극해의 해빙으로 북극권 관광이 활발히 이루어질 것이다. 러시아는 북극해 국립공원을 확장하거나 추가로 지정할 가능성이 높으며, 아시아에서 출발하는 북동항로 시작점인 베링 해 지역이 관광루트로 유력하다. 아직 관광객을 위한 인프라 구축이 미흡한 극동지역에서는 해상 연계를 통한 크루즈 관광이 효율적인 방법이 될 수 있다. 동해와 오호츠크 해를 통하여 한국과 러시아 극동지역, 일본을 연결하는 크루즈 노선을 개발하고 북극권으로 연결한다면, 러시아 극동지역의 관광산업 활성화와 함께 북극권 관광을 보다 효율적인 관광산업으로 발전시킬 수 있을 것이다. 한국과 지리적 접근성이 뛰어난 러시아 극동지역은 한국의 관광산업의 발전에 중요한 역할을 할 수 있는 지역이다. 본 연구는 러시아 극동지역의 지리적 특성과 관광자원을 살펴보고, 한국의 관광산업의 진출방안과 한·러 협력을 통한 한국과 러시아 극동지역의 관광 활성화를 위한 제언을 기술해 보기로 한다.

The Russian Far East is rich in natural tourism resources. With mountains, rivers and coasts, it also has abundant leisure tourism resources (recreational resources). Not only leisure activities such as skiing, hiking and fishing, but other entertainments including shopping and cultural tourism can also be provided. In addition, the Arctic Ocean area, one of the last protected areas, has serious issues of conservation with economic development. Lena River-Delta region of Russia is worth noting as a future ecotourism site because of its development potential with geographical accessibility and biological diversity. Recently, the Arctic sea ice is melting due to the global climate change. This can activate tourism of Arctic. Russia may extend or newly designate the Arctic National Parks. Especially, the Bering Sea region, which is an Asian starting point of the Northeast Passage, is a leading candidate. For the Far East region, which has insufficient infrastructure for tourists, cruise tourism will be one of the efficient ways. If a new cruise line, connecting Korea, Russian Far East and Japan through the East Sea and Sea of Okhotsk, is developed and further extended to the Arctic Circle, it will be able to develop an efficient Arctic tourism and activate Russian Far East. Russian Far East is geographically accessible from South Korea, and therefore can play an important role in developing the Korean tourism industry. This study will examine the geographic characteristics and the tourism resources of the Russian Far East, propose progression plans of Korean tourism, and give suggestions to activate the Russian Far East tourism for expansion of Korean-Russian cooperation.
