영조말 정조초 정조는 ‘丙申獄事’와 ‘丁酉逆獄’을 통해, 여러 갈래로 나뉘어 있었던 노ㆍ소론 내의 戚臣ㆍ權奸ㆍ淸流세력, 소론ㆍ남인 내의 先世子伸寃세력을 영조년간의 정국운영방식이었던 ‘雙擧互對’하여 ‘以熱治熱’하는 방식으로 ‘兩治兩解’하며 정계에서 축출하였다. 그리고 정조는 남겨둔 노ㆍ소ㆍ남인세력을 ‘調劑保合’함으로써 새로운 정국구도를 수립하고자 하였다. 즉위 초에 정조는 소론들을 불러모아 色目을 내세우기 보다는 함께 탕평을 해 나가기를 권면하였고, 이후 홍국영 또한 척신세력이 되었고, 송덕상과 함께 정계에게서 축출되었다. 이처럼 正祖代前半期 동안 노ㆍ소ㆍ남인 내에서는 정조의 탕평정국에 대한 운용방식을 수용하는 세력과 반대하는 세력으로 分岐ㆍ再編되었다. 이들 세력 중에서도 노론 내 권간ㆍ청류세력의 分岐ㆍ再編은 ‘홍국영ㆍ송덕상사건’과 ‘이유백ㆍ이택징사건’ ㆍ ‘이최 중ㆍ이의익사건’을 통해 진행되었다. 소론 내에서는 김상철ㆍ이복원세력과 서명선ㆍ정민시세력이 동당ㆍ남당으로 분기ㆍ재편하였다. 이는 정조가 노ㆍ소론 내의 戚臣ㆍ權奸ㆍ淸流세력을 ‘雙擧互對’하여 ‘以熱治熱’하는 방식으로 ‘兩治兩解’하며 정계에서 축출한 정국운용방식이었던 것이다. 이로써 정조는 탕평을 수용하는 노ㆍ소ㆍ남인세력을 ‘調劑保合’함으로써 후반기 정국구도의 기반을 확고히 마련할수 있었다.

In the end of The King Yeongjo(英祖) or in the early years of The King Jeongjo(正祖), with ‘Byeongsin-oksa’ and ‘Jeongyu-yeokok’ by those days ‘Cheoksin(戚臣)’ groups and ‘Gwongan(權奸)’ groups being removed, the political situations and the political force had changed. ‘Noron(老論)’, ‘Soron (少論)’ and ‘Namin(南人)’ groups who survived were reformed to working group. And The King Jeongjo(正祖) tried to make new political situation by reserved ‘Noron’, ‘Soron’ and ‘Namin’ groups for ‘Jojebohap(調劑保合)’. In the early years of The king Jeongjo's accession, he gathered ‘Soron’ and encouraged them to do ‘Tangpyeong(蕩平)’ instead of a division by parties. At the same time, politically in the four years of The King Jeongjo(1780) ‘Hong guk-youngㆍSong deok-sang incident’ of ‘Noron Cheoksin(戚臣)’ groups and in the six years of The king Jeongjo(1782) ‘Lee Taek-jingㆍLee Yu-baek incident’ ㆍ ‘Lee Choe-jungㆍLee ui-ik incident’ of ‘Noron Cheongryu (淸流)ㆍGwongan(權奸)’ groups got driven out the world of politic continually implicated in that. Also, an identical party with ‘Soron’, ‘Kim Sang-cheolㆍLee, Bok-won’ group and ‘Seo myeong-seonㆍJung Min-si’ groups branches were reorganized. At the point, The King Jeongjo(正祖) had ‘Yangchiyanghae(兩治兩解)’ by way that did ‘Ssanggehodae(雙擧互對)’ and did ‘Iyeolchiyeol(以熱治熱)’ through had political situation operation way of The King Yeongjo(英祖). Through the import of the story, The King Jeongjo(正祖) -The first half- was able to provide the crux of a matter that to achieve ‘Tangpyeong jeongchi(蕩 平政治)’ of The King Jeongjo(正祖) And The King Jeongjo(正祖) tried to make new political situation by reserved ‘Noron’, ‘Soron’ and ‘Namin’groups for ‘Jojebohap(調劑保合)’.
