이 연구는 텍스트 마이닝 기법을 적용하여 우리 교육의 고질적인 문제점 중에 하나인 교권침해 현상에 대한 사회적 논의의 양상을 파악하고자 하였다. 이를 위해 2003년 2월 25일부터 2020년 7월 13일까지 빅카인즈에서 제공하는 4,546건의 뉴스 기사의 메타 데이터를 수집하였으며, 토픽 모델링 기법의 일종인 잠재 디리클레할당(latent dirichlet allocation)을 활용하여 주요 키워드 및 토픽을 추출하였다. 분석결과 교권침해 관련 언론 기사의 보도량은 이명박 정부에서 학생인권조례가 제정된 이후 급증하였으며, 이후에도 매년 200건 이상의 뉴스기사가 보도되어 지속적인 언론의 관심이 확인되었다. 교권침해 관련 사회적 논의를 토픽별로 분석한 결과는 다음과 같다. 첫째, ‘교원평가제의 전면 도입’, ‘학생인권조례 제정에 따른 교권침해 논쟁’, ‘학교폴리스 제도시행’, ‘국ㆍ공립 유치원 CCTV 설치 요구 증가’ 등 교권침해에 대한 사회적 관심을 촉발시키거나 교권침해를 증가시킨 원인과 관련된 토픽이 도출되었다. 둘째, ‘학부모에 의한 교권침해 사례’, ‘학교폭력처리과정에서의 교권침해 발생’, ‘온라인 수업에서의 교권침해’, ‘교사개인정보 및 사생활 침해’ 등 날로 심각해지는 교권침해의 실태 및 현황과 관련된 토픽이 도출되었다. 셋째, ‘교권보호 종합대책 마련’, ‘교원 치유지원센터 운영 확대’, ‘교권보호 대책마련 요구’, ‘인성교육의 강조’, ‘교원지위법 개정’ 등 교권 보호를 위한 대책과 관련된 토픽이 도출되었다. 이 연구는 정부별로 교권침해 관련 언론 보도의 양상을 비교ㆍ분석함으로써 교권침해 현상과 정책적, 사회적 맥락과의 연관성을 탐색하고자 하였다. 이를 통해 교권침해 현상에 대한 이해를 넓히고 교원 정책을 다각도로 분석함으로써 향후 정책 과제를 모색하는데 시사점을 제공하고자 하였다.
The purpose of study was to explore the social issues regarding the infringement of teachers’ rights as one of the chronic problems in the Korean education system using text mining techniques. The study collected the keywords of news articles via BIGKinds, which is a news platform provided by the Korea Press Foundation from Feb, 25th, 2003 to July, 13th, 2020. Latent Dirichlet Allocation (LDA) was applied to extract the major keywords and topics of a total of 4,546 news articles. The results of this study were as follows. First, the amount of press coverage on the infringement of teachers’ rights had rapidly increased since the introduction of「the Korean Student Human Rights Ordinance」in Lee administration. More than 200 news articles have been also reported every year, confirming the continued media interest. Second, social discussions on the infringement of teachers’ rights in each administration were widely made based on three agendas: main reasons for triggering social interest, status of teacher rights violations, and measures to protect teachers’ rights. This study sought to explore the link between the phenomenon of the infringement of teachers’ rights and the policy and social contexts by analyzing the patterns of media reports related to this issue by each government. The results showed the possibility of analyzing educational phenomena such as the infringement of teacher rights from more comprehensive and various point of views.
