본 연구는 부산시에서 현재 운용 중인 유·무료 자전거대여시설을 활용하여 대체 공공자전거 방안을 수립하는데 그 목적이 있다. 지속되는 교통난, 대체교통 수단의 필요성, 여가활동의 증가, 녹색환경 추구 등은 부산시의 공공자전거 이용활성화의 필요성과 당위성을 요청하게 한다. 본 연구에서는 이와 같은 문제점과 필요성을 바탕으로 부산시의 기존 구축된 인프라를 활용하여 저비용 고효율의 ‘대체공공자전거’ 방안을 제시하고자 한다. 그것은 현재 부산시에서 운영 중에 있는 자전거대여소를 활용하여 자전거 ‘네트워크 축’을 구성하는 것이다. 그 구체적 방안으로 낙동강을 축으로 레저·스포츠용 공공자전거 ‘네트워크 1’과 온천천·수영강을 축으로 생활교통형 공공자전거 ‘네트워크 2’를 계획하였다. 이러한 활용방안을 시행하게 되면 부산시는 다음과 같은 기대효과를 누릴 수 있다. 첫째, 부산의 근거리 교통수단으로 활용할 수 있다. 둘째, 저비용·고효율의 공공자전거를 운영할 수 있다. 셋째, 도시철도 및 (마을)버스의 환승 교통수단으로 활용할 수 있다. 넷째, 부산을 찾는 관광객에게 색다른 관광자원으로 활용할 수 있다. 다섯째, 무엇보다 부산시민의 만족스러운 여가활동, 건강증진 및 부산의 녹색환경에 크게 이바지할 수 있다.

The purpose of this study is to establish an alternative public bicycle systems using the free and rent bicycle rental facilities currently operated in Busan. Continued serious traffic congestion, the need for alternative transportation, increased leisure activities, and the pursuit of a green environment have led to a need for public bicycles in Busan. Based on these problems and necessities, this study proposes a low-cost, high-efficiency “alternative public bicycle systems” plan using existing infrastructure in Busan. It is to build a bicycle network-hinge by utilizing the bicycle rental facilities in Busan. As a concrete plan, “Network 1” system is a public bicycle for leisure and sports, centered on the Nakdong-river, and “Network 2” system is a public transportation bicycle, focusing on Oncheon-river and Suyeong-river. By implementing this plan, Busan can enjoy the following expected effects. First, it can be used as a short distance transportation in Busan. Second, low cost and high efficiency public bicycles can be operated. Third, it can be used as a transit transportation method of subway and (village) bus. Fourth, it can be used as a unique tourist resource for tourists visiting Busan. Fifth, it can contribute to the satisfactory leisure activities of Busan citizens, health promotion and green environment of Busan.
