본 연구는 4차 산업혁명의 주요 화두인 「보건의료 빅데이터 플랫폼」시범사업을 정책 네트워크 모형을 기반으로 사례분석하였다. 정치·경제·사회 측면에서 환경적 맥락을 살펴본 결과 보건의료 빅데이터를 신산업의 핵심 동력으로 인식하는 정치적·경제적 맥락과 국민의 개인정보가 보호받지 못하거나 개인정보의 오·남용 및 유출을 우려하는 사회적 맥락이 나타났다. 주요정책 행위자는 보건복지부를 중심으로 하는 찬성 측과 시민단체를 중심으로 하는 반대 측이 나타났으며, 개인정보보호 법률과의 충돌, 개인정보 유출, 개인정보 영리화 가능성이라는 세 가지 쟁점과 이에 따른 집단별 전략이 드러났다. 본 연구는 다음의 정책적 제언을 제시한다. 첫째, 보건의료 빅데이터 플랫폼」시범사업뿐만 아니라 4차 산업혁명 전반에서 마주하게 되는 쟁점 및 규범을 논의할 수 있는 장치가 필요하다. 둘째, 4차 산업혁명의 기술에 대한 윤리지침을 마련할 수 있도록 정부 차원에서 이를 촉진하는 움직임이 필요하다.

This study aims to examine the public use of healthcare big data and medical platform by policy network analysis on South Korea’s 「Health Care Big Data Platform」 pilot project. Through careful context analyses, we found that the political and economic contexts regarding the implementation of the pilot project can be characterized by healthcare big data being recognized as a key driver of new business opportunities, whereas the social context was tainted by concerns that using healthcare data in this manner introduces the possibility of personal information leakage and privacy violation. In the study of policy networks, there were actors composed of proponents and opposition groups. The main conflicts between the actors can be summarized into three crucial issues including 1) value conflicts with the current Personal Information Protection Act, 2) concerns about personal information leakage, and 3) commercialization of personal information. Results from the analyses suggest the need for an institution that can facilitate open discussion on related issues and norms, not only regarding healthcare big data and medical platform but also with respect to changes expected by the fourth industrial revolution. Furthermore, the government’s role in promoting discourse on ethical guidelines for the fourth industrial revolution technologies is emphasized.
