이 연구는 영국 사회적 돌봄(social care)의 최근 변화에 주목하였다. 2010년 영국 보수-자민 집권 이후 시작된 긴축은 사회적 돌봄에 수요억제와 공급억제를 실행하는 것이었다. 그리고 그 도구는 지역사회로의 권한이양, 통합돌봄 파트너십 강조, 비공식적 개인과 지역사회 자산을 강조 하는 전달체계의 개편이었다. 이 연구는 긴축의 시대에 사회적 돌봄이 어떻게 변화하고 있는지를 영국 정부의 각종 보고서와 문헌을 통해 고찰하고, 이를 기반으로 한국의 사회서비스 전달체계 개편에 있어 새롭게 시도되고 있는 커뮤니티 케어에 대한 기대와 우려를 함께 살펴보고자 하였 다. 연구 결과는 보건의료와 사회적 돌봄의 재정적 통합모델로 제시된 커뮤니티 케어가 충분한 합리성을 가지고 있지만, 지역사회에 보건의료 수요를 분산시켜 지역사회복지 기관들의 민관협력 에 책임을 넘김으로써 사회적 돌봄의 권리 보장을 훼손시킬 수도 있음을 보여주었다. 또한, 권한 이양 하의 소프트 버전 전달체계 개혁은 재정의 지속가능성을 확보하기에도 충분치 않으며, 자원 과 조직을 컨트롤 할 수 있는 공식적인 수단과 지방정부의 구체적인 법적 장치 없이는 작동하기 어려움을 확인하였다.

The study noted recent changes in social care in the UK. Austerity under the British Coalition Government in 2010 was to implement the constraints in social care demand and supply. To achieve this goal, the government tried to reorganize the social care delivery system, emphasizing devolution to the community, integrated care partnership, and informal individuals-community assets. This study reviewed various reports and literature from the British government, in relation to how social care is changing in the era of austerity, and examined the expectations and concerns about community care, which is newly attempted to reform the social service delivery system in South Korea, The results of the study showed that community care can undermine the protection of social rights by distributing local governments’ responsibility of social care to the public-private partnership in communities. The soft version of devolution in social care was not enough to meet financial needs, and also difficult to control resources and organizations without specific legal mechanisms of local government.
