본 연구는 시민사회가 기존의 전통적 참여와 동원의 행태가 아닌 지역선거에 시민후보를 배출하는 적극적 정치참여 행태에 영향을 주는 요인을 분석하였다. 이를 위하여 지방선거에서 지속적으로 시민후보를 배출해 온 과천과 마포구 성산동 지역(성미산 마을)에서 나타난 시민사회 정치참여 현상을 제도적 요인, 지역 의제의 형성과정 그리고 활동가의 전략을 통해 비교 분석하였다. 연구 결과 시민사회의 적극적 정치참여는 지방선거에서 중선거구제의 도입의 제한적 영향, 지역 확장형 의제의 설정, 그리고 지역 활동가의 다양한 전략에 영향을 받는 것으로 나타났다. 본 연구는 시민사회의 정치참여가 시민의 개인적 사회경제적 수준에 따라 활성화되는 것이 아닌 시민사회의 정치참여를 활성화하는 요인들이 충족되었을 때 나타나는 행태라는 점을 제시하였다.

This study investigated the factors that influenced the active political participation of civil society in the local elections, rather than the traditional participation and mobilization. This research conducted the comparative analysis in the Gwacheon city and Seongsan-area in Map-gu to study the phenomenon of civic political participation with institutional factors, regional agenda formation process, and activist strategy. The study argues that active political participation in civil society was influenced by the limited effect of the introduction of the multi-member district system in local elections, the establishment of a regional expansive agenda, and various strategies of local activists. This study suggested that the political participation of civil society was not activated according to the individual's socio-economic status, but the responsive phenomenon when the factors that promoted political participation in civil society were satisfied.
