From traditional state concept to multi-level governance: The Role of Supranational Institutions in Policymaking

Traditionally, the state or nation-state has been the subject and main actor in treaties and agreements and the deliverer of goods and services within its jurisdiction. This state-centric view has changed through the years - with globalization comes the expanded view of regulation, and with the desire to achieve common goals with other states they have created and/or joined organizations with consequent effects on their internal government’s rules and regulations. The latter led to what has been called supranational organizations or institutions which provide goods and services similar to that of the nation-state or states, creating rules and regulations at the international level and affecting its member-states to address transborder problems. Their influence is said to have transcended physical territories of states and their jurisdiction and affected policies even at the domestic level. The changing concept and role of the state in policymaking also evolved as shown from government to governance, including network governance as well as multi- level governance. With these changes, rules and regulations affecting decisionmakers will have to be viewed not only at the national level but also at supranational level. The multi-level governance lens together with policymaking analysis would be helpful in this case in understanding the interplay of the traditional actors - the state and nation-states, the supranational organizations like the ASEAN as the latter handles conflict in the region between and among member and even non-member states.
