The existing frameworks on Public Private Partnership (PPP) either focus on the viability and feasibility of the projects to correct the shortfall in investment in infrastructure and services and the optimal risk allocation between the two parties, i.e., minimizing cost while realizing project developmental objectives. Noticeably missing and absent is the integration of human rights based development approach (RBA) in these PPP Projects. The research vacuity is attempted to be filled in by this study which apprises the Social Analysis of a PPP Project undertaken by the City Government of Pasay as an exemplar of the process. In the end, this paper identified the gaps in the social analysis undertaken by the City Government and proposed a framework for the holistic development of the local community.
