본 연구는 전자정부에 대한 만족도가 정부 신뢰에 미치는 영향에 대하여, 정부능력, 공직윤리, 운영과정의 매개효과를 중심으로 분석하였다. 전자정부의 도입은 행정의 효율성뿐만 아니라, 투명성, 시민참여 등을 향상시킬 수 있다는 논의들을 바탕으로 정부능력과 공직윤리 그리고 운영과정이 전자정부 만족도와 정부 신뢰 간의 관계를 매개하는 기제로 작동할 것으로 가정하였다. 분석 결과, 전자정부에 대한 만족도는 정부 신뢰에 긍정적인 영향을 미치는 것으로 나타났으며, 구체적으로 정보의 질과 시스템의 질이 중요한 것으로 나타났다. 또한 정부능력과 운영과정은 정보의 질과 시스템의 질이 정부 신뢰에 미치는 영향을 완전히 매개하는 것으로 나타났다. 따라서 전자정부의 구현만으로는 정부 신뢰를 향상시킬 수 없으며, 반드시 정부능력과 운영과정이 담보되어야, 전자정부가 정부 신뢰를 향상시키는 중요한 수단이 될 수 있음을 시사한다.

This study analyzed the effects of satisfaction with e-government on government trust, focusing on the mediating effect of government ability, public service ethics, and operating process. E-government can improve not only the efficiency of administration, but also transparency and citizen participation. Thus, government capacity, such as government ability, public service ethics, and operating process, mediates the relationship between e-government satisfaction and government trust. As a result, the quality of information and the quality of the system of e-government are found to mediate government ability and operational processes. The implications of this study are that the implementation of e-government cannot improve trust in government, and that government capacity can be an important means to improve trust in government.
