이 연구의 목적은 PSM 이론의 시각을 통해, 조직구성원의 동기적 측면에서 공공조직과 민간조직의 차이가 있는지, 차이가 있다면 그 원인은 무엇인지를 탐색하는데 있다. 이를 위해 첫째, 공공조직과 민간조직 종사자의 PSM에는 서로 차이가 있는가? 둘째, 취업부문을 선택하는 과정에서 PSM이 높은 개인들이 공공조직에 입사함으로써 부문 간 차이가 발생하는가?(외생적 측면) 셋째, 조직입사 전 형성된 PSM과는 별개로, 조직입사 이후 공공조직 종사자가 민간조직 종사자에 비해 상대적으로 PSM이 증가함으로써 그들의 PSM이 민간조직 종사자들에 비해 높게 나타나는가?(내생적 측면)의 세 가지 연구질문을 설정했다. 경험적 분석을 위해 2007년부터 2015년까지 조사된 한국고용정보원의 청년패널데이터를 이용하여 연구 질문별로 각각 Wilcoxon 순위합계 검정, 패널로짓 회귀분석 및 패널서열로짓 회귀분석 등을 수행했다. 분석결과 공공조직과 민간조직의 PSM에는 서로 차이가 있으며, 이러한 차이는 내생적 측면과 외생적 측면에서 각각 형성될 수 있는 것으로 나타났다.

“Are there differences between public and private organizations?” is one of the oldest questions in public administration. The theory of public service motivation focuses on the intrinsic motivation of members of public and private organizations and identifies unique characteristics of public organizations that are distinct from those of private organizations, so as to reflect on the needs and values of public administration. The purpose of this study is to empirically verify the difference in public service motivation between the public and private sectors in the Republic of Korea, along with the causes of that difference. Analysis of a unique set of panel data, Youth Panel Data of the Korea Employment Information Service from 2007 to 2015, presents the three following findings. Firstly, there is a statistically significant difference in public service motivation between the public and private sectors. Secondly, from an exogenous perspective, job seekers' public service motivation to join the public sector results in the difference between the public and private sectors. Thirdly, from the endogenous point of view, there are substantial effects of the institutional contexts―institutional logics and organizational characteristics―on the PSM difference.
