대입제도 개편 공론화위원회는 2018년 4월 27일에 출범하여 8월 3일 공론화 결과를 발표하기까지 2022학년도 대입제도 개편 공론화 과정을 추진하였다. 이번 대입제도 개편을 위한 공론화에 적용된 시민참여형 조사는 일반 대중들의 피상적인 의견이나 태도 조사에 그치는 여론조사의 한계를 극복하기 위해 설계되었으며 구체적인 실행 절차는 다음과 같았다. 먼저 사회과학적인 조사통계 방법을 기반으로 국민을 대표하는 ‘작은 대한민국’인 시민참여단을 구성하였다. 다음으로 시민참여단의 공론화 의제에 대한 이해도를 높일 수 있도록 통합적 숙의 방식을 사용하였다. 마지막으로 학습을 통해 습득된 지식을 바탕으로 시민참여단은 의제에 대해 깊이 고찰하고 1, 2차에 걸친 대입제도 개편을 위한 숙의 토론회를 통해 충분히 논의한 후 의제에 대해 각자의 최종 의견을 표명하도록 함으로써 정제된 시민 여론이 도출되도록 하였다. 본 논문에서는 시민참여단 선정을 위한 사전 단계로서의 ‘대국민 조사’와 ‘시민참여단 모집 조사’, 그리고 공론화 의제별 지지도를 파악하기 위한 ‘시민참여단 조사’에 대하여 조사방법의 특징 및 주요 조사결과를 설명하고자 한다.

The public deliberation committee on the reorganization of university entrance system was launched on April 27, 2018 and promoted the process of deliberation on the reform of the university entrance system for the 2022 academic year until it announced the results of the deliberation on August 3. The participatory survey, which was applied to this deliberation, was designed to overcome the limitations of opinion polls that only cover superficial opinions or attitudes from the general public, and detailed implementation procedures were as follows. First, the participatory group, a ‘small Korea’ that represents the people, was formed based on social scientific methods of survey statistics. Next, an integrated method of deliberation was used to enhance the understanding of the participatory group on the deliberation agenda. Finally, based on the knowledge acquired through study, the participatory group was required to express their final opinions on the agenda after considering it deeply, discussing it thoroughly through a discussion session for the reorganization of the university entrance system on the first and second rounds of the discussion. In this paper, we are going to explain the characteristics of the survey methods and the main findings on ‘the survey on general people’, ‘participatory group recruitment survey’, and ‘participatory group survey’ to identify the level of support for each public deliberation agenda.
