1990년대 이후 UN과 OECD를 위시한 국제기구를 중심으로 기업의 사회적 책임과 인권존중 경영이 주요한 현안으로 대두되었고, 이러한 기업과 인권에 관한 국제사회의 논의를 적극적으로 수용하고 있는 국가는 유럽연합 회원국들이다. 유럽연합은 역내 기업들이 UN과 OECD가 제정한 여러 기준을 자발적으로 취할 수 있는 환경구축에 주력하여 기업경쟁력을 제고하며, 다양한 사회정책과의 연계 등으로 기업의 사회적 책임을 확대하고 있다. 이러한 정책을 통해 유럽연합은 기업의 사회적 책임을 유럽연합의 여러 경제, 사회정책과 연계한 광범위한 정책적 접근과 함께 유럽기업의 경쟁력 강화방안으로 고려하여 다양한 정책과 조치를 취하고 있다. 사회적 책임과 인권존중이라는 측면에서 직접적으로 기업의 책임이 적용되는 사업장에 대한 유럽연합의 규제는 대표적 예이다. 또한 유럽연합은 회원국과 기업간 자발적 협력을 통해 기업의 사회적 책임을 공공조달 부분으로 확대하여 실행하고 있다. 이와 같이 유럽연합은 기업의 사회적 책임과 인권존중 경영은 기업전략의 변화만으로는 이루어질 수 없다는 인식하에 기업과 회원국 정부의 자발적 협력을 통해 추진되고 있다. 이러한 점에서 한국에서도 정부 차원에서 민간기업간 협력적 거버넌스 구축을 통해 정보제공, 인권기준 준수를 위한 교육프로그램 및 기준제시 및 공정한 평가 시스템 등 다양한 정책 실행시스템이 강구되어야 한다.
Corporate social responsibility refers to companies voluntarily going beyond what the law requires to achieve social and environmental objectives during the course of their daily business activities. The European Commission encourages companies to apply fair employment practices that respect human rights, particularly where products come from outside the EU. The Commission presents a European strategy to promote corporate social responsibility (CSR). CSR involves companies integrating social and environmental objectives in their business operations and in their interaction with the actors concerned. The Commission emphasises that the CSR programmes contribute to the sustainable development of the European Union (EU).Firstly, the Commission encourages developing knowledge on the impact of CSR on the economic performance of enterprises. It therefore proposes to launch studies into activities to raise awareness and disseminate information. The skills in enterprises must be supported, in particular by using European funding to train employees. In addition, the principles of CSR must be integrated into management training programmes in enterprises. Lastly, the Commission proposes to integrate the objectives of CSR into all European policies. In accordance with its strategy to promote sustainable development, the EU has undertaken to integrate economic, social and environmental considerations into its policies.
