최근 4차 산업혁명 도래 및 글로벌 경쟁 심화로 중소·중견기업의 지식재산 관련 분쟁과 경쟁력 유지를 위한 특허 출원에 대한 비용 부담이 문제가 되고 있다. 이에 따라 지식재산 관련 공제정책이 대안적 금융지원 방안으로 논의되면서 도입 및 추진에 대한 분석이 필요하다. 본 연구는 지식재산권에 대한 소송 및 분쟁 등에 따른 중소 및 중견기업의 부담을 완화시키는 특허공제정책의 추진현황, 상품설계 방안, 문제점 등을 살펴보고 발전방향을 제시하고자 하였다. 특허공제사업을 추진하기 위하여 특허공제의 특징과 공제사업의 법적, 설립근거를 파악하고, 중소기업 입장에서 공제비용 부담을 줄일 수 있는 선대여 후분할상환방식의 부금적립과 대출이 혼합된 방안을 제안하였다. 주요 발전방향으로는 수요자의 요구에 맞춘 다양한 지식재산 공제상품개발, 세부적인 전담조직 구성, 리스크 관리 시스템 구축, 인센티브 구조 정립 등을 제시하였다.

Recently, intellectual property disputes are increasing among SMEs and the burden of cost for patent applications becomes a problem. As a result, mutual aid projects related to the intellectual property are discussed as alternative financial support tools, and analysis of introduction and promotion is necessary. This study investigates and summarizes the current status of deduction projects, specific product design methods, and problems that alleviate the burden on SMEs due to litigation and disputes over intellectual property rights. Through this, it is possible to improve the overall understanding of patent mutual aid project, and in particular, it is expected to identify factors to be considered additionally when deriving additional mutual aid projects related to the intellectual property and to derive improvements. In addition, it is expected to be an important reference material for further new projects. In terms of policy and academics, there is no research about mutual aid projects related to the intellectual property. In this regard, the contribution of this study can be found that the we suggested the use of mutual aid project to fill blind spots of SME funding.
