본 연구의 목적은 첫 번째 “1982년 이후부터 1997년까지 중앙정부 체육행정 담당조직 예산의 변화추이와 그 내용을 분석한다”와 두 번째 “1982∼1997년까지 중앙정부 체육행정 담당조직의 예산결정에 영향을 미친 요인들이 무엇인가를 통계적으로 분석한다”였다. 본 연구의 시계열 범위는 1982∼1997 회계연도까지였고, 연구의 대상은 중앙정부 일반회계 예산현액 중 체육행정 예산현액이다. 본 연구에서 사용한 자료분석기법은 기술통계분석과 상관분석 및 회귀분석이었다. 이상의 연구범위와 대상을 가지고 자료분석 결과를 토대로 하여 얻어진 첫 번째 연구목적의 결론은 다음과 같다. 첫째, 체육행정과 관련된 일반회계 예산현액 총액은 1982∼1985 회계연도는 증가, 1986∼1991 회계연도는 감소, 1991∼1997 회계연도는 증가의 양상을 나타내고 있었다. 둘째, 체육부 시기의 예산현액 구성에서 가장 큰 비중을 차지하는 세항은 ‘지방체육시설’과 ‘체육과학’이었다. 셋째, 체육청소년부 시기의 예산현액 구성에서 가장 큰 비중을 차지하는 세항은 ‘지방체육시설’과 ‘대한체육회’이었다. 넷째, 문화체육부 시기의 예산현액 구성에서 가장 큰 비중을 차지하는 세항은 ‘대한체육회’와 ‘체육정책’이었다. 본 연구에서 얻어진 두 번째 연구목적의 결론으로 체육행정 예산현액 총액의 결정에 가장 큰 영향을 미친 요인은 GNP변수이었다.

The purpose of this study were to analyze the budget change of the central sports administration from 1982 to 1997, the time when the ministry of culture and tourism was to appear and to analyze statistically, the determinants influencing budget determination of the central spores administration from 1982 to 1997. Serial scope of this study is 1982-1997 fiscal year and the object of this study is the sports administration budget of the central government general account budget. The data were analyzed by correlation analysis, regression analysis through SPSS Windows ver 8.0 program. From first study result, following conclusion were derived. First the sports administration budget was increased from 1982 to 1985 fiscal year, decreased from 1986 to 1991 fiscal year and increased from 1992 to 1997 fiscal year. Second, the items that was given the most weight in the organization of budget from 1982 to 1988 were local sports equipment and sports science. Third, the items that was given the most weight in the organization of budget from 1989 to 1993 were local sports equipment and Korea sports Council created in 1990 fiscal year. Forth, the organization of the account budget from 1994 to 1997 were Korea Sports Council and sports policy. From the result of the second study, the factor that had the most important effect on sports administration budget was GNP.
