본 연구의 목적은 지난 20여년 동안의 남북체육회담이 어떤 배경과 환경하에서 성립되었고, 회담의 전개에 있어서 주요 쟁점은 무엇이며, 그리고 회담과정에서 나타난 특징은 무엇이고 후의 전망은 어떠한지를 알아보는데 있다. 남북체육회담 20여 년의 역사는 대화의 전개와 중단의 반복이라는 점이다. 즉, 남북체육회담은 주로 북한의 상황 변수에 따라서 변화하여 전개되기도 하고 중단되기도 함으로써 대화의 연속성이 결여된 채 파행적으로 전개되어 왔다. 필요에 따라 시작하고 중단되었으며, 또 재개되었다. 이것은 남북체육회담이 선전과 명분을 세우기 위한 구실로 이용되었다는 것을 반증하는 것이기도 하다. 비록 그렇다고 할지라도 남북이 분단되어 있는 현실에서의 체육회담은 남북문제에 있어서 대단히 중요하다. 왜냐하면 체육회담을 단절한다고 하면 그것은 곧 남북한간 교류·협력을 포기한다는 것이기 때문이다. 그러므로 남북체육회담은 어떻게 해서든지 유지되어야 할 당위성을 갖게 되는 것이다. 그러나 우리가 유념해야 할 것은 북한은 지금까지 남북체육회담을 통해서 체제유지 및 강화, 그리고 남한의 국론 분열 분위기 조성 수단으로 이용한 것이다. 이러한 사실들은 남북체육회담 20여 년 동안의 회담속에서 공통적으로 반복성과 유사성을 표출하고 있는 것으로 파악되고 있다. 향후 남북체육회담을 전망해 볼 때 회담에 부정적으로 작용할 수 있는 측면과 긍정적으로 기능할 수 있는 측면이 모두 상존하고 있다고 본다. 남북한 모두에게는 남북체육회담의 인식 및 쟁점 등에서 여전히 부정적인 측면들이 존재하고 있지만 20여 년의 체육회담을 통하여 남북간에 통일에 대한 의지와 열망을 고취시키고, 기대를 증진시킨 것은 앞으로 되돌릴 수 없는 민족감정과 민족의식속에 자리잡아 남북체육회담에 긍정적인 요인으로 작용할 것으로 보인다. 남북한은 지금까지 체육회담을 통해 쌍방의 진의를 파악할 수 있었기 때문에 오히려 회담이 폐쇄적인 체제 유지와 강화의 빌미로 제공되는 역기능 현상도 있었다. 하지만 남북정상회담이 성사됨에 따라 적대의식의 감소를 가져왔다는 사실은 앞으로 회담 여건에 유리하게 작용할 것으로 보인다.

This study is focused on what backgrounds and circumstances South and North Korea Sport Conference for past 20 years has held, what were the main issues in the conferences, what were the characters of them, and what are the prospects.
