독일 베를린의 보육시설은 2009년부터 매 5년 마다 의무적으로 평가를 받게 되어 2015년 1주기 평가작업을 완료했다. 베를린의 평가제도는 내부평가와 외부평가로 이루어졌다. 연구자는 2012년 평가 초기에 현지에서 조사를 한 이후 평가 과정에 어떤 변화가 있었는지, 어떤 결과가 나타났는지 조사하여 우리에게 주는 시사점이 무엇인지 알아보고자 한다. 베를린의 평가 진행과정은 내부평가로 시작되어 외부평가로 완성하고 있다는 특성을 가지고 있었으며, 평가 기간 중 내부평가의 영향으로 인해 베를린의 유아교육프로그램이 수정 보완되었고 이에 따라 평가도구도 수정되었음을 알 수 있었다. 평가가 완료 된 후 설문조사 결과 긍정적인 반응이 압도적 이었으며, 평가자, 근무환경, 전문적인 동반 등의 다소 문제점도 발견되었다. 시사점으로는 내부평가의 중요성과 평가기관 및 방법의 다양성을 들었다.

Child care centers in Berlin, Germany, are required to be evaluated every five years since 2009, completing the first cycle of evaluation in 2015. Berlin's evaluation system consists of internal and external evaluations. The purpose of this study is to examine changes appeared in the evaluation process and the results after the evaluation done in 2012, and to found out implications that are given for us. Berlin's evaluation process begins with internal evaluation and is completed with external evaluation. Due to the results of internal evaluation, Berlin’s early childhood education program was revised and supplemented, and the assessment tool was modified accordingly. After the evaluation was completed, the survey showed that the positive response was overwhelming, but some problems such as assessor, working environment, and professional companion were found. The implications were the importance of internal evaluation and the diversity of assessment agencies and methods.
