사회참여적 성격을 미술에 묻는다면 누구나 1980년대의 민중미술을 들게 된다. 민중미술은 오늘날 독특한 한국의 리얼리즘을 대표하는 미술로서 자리매김하고 있다. 이런 민중미술 대표작가로서 미술단체 ‘임술년’을 통해 활동한 황재형이 있다. 강원도 탄광지대에 광부로 직접 뛰어든 현장에의 투신과 열정으로 진정한 리얼리즘을 이루려 한 작가다. 1980년대 민중미술운동 개요로부터 황재형의 위치와 그의 작품세계를 통해 강원의 작가 황재형 전체를 그려 보고자 했다. 황재형은 특별히 강원미술사의 중요한 지점을 지켜오고 있다. 민중미술의 중요한 작가라는 점, 주장의 거침없음을 뒷받침할 남루한 방식에 대한 염려도 놓치지 않고 고민하고 있다는 점, 여전히 강원의 탄광지대에서 밀도 높은 예술성을 위한 탐구를 계속하고 있다는 점에서 그렇다. 그렇게 진정성을 담은 삶과 그것을 리얼하게 담은 작품, 화단과 미술시장에서의 위치가 황재형을 강원미술사에서 평가하는 중요한 이유가 되고 있다.
