The Goryeo Dynasty exchanged with diverse foreigners and accepted naturalized citizens. It had the consciousness of discriminating them Dongmun(同文) and Dongryu(同類), and Ihryu(異類) according to their origins. It had four programs of Dongmun such as Jeongsak(正朔) Yuhak(儒學) Akryul(樂律) and Doryang(度量) through its exchange with the Chinese Sung Dynasty and achieved the ‘country of courteous people(禮義之國)’ the ‘country of wise men(君子之國)’, which sublimated to a subconsciousness of the dynasty. This was the consciousness of Haedongcheonha over which Haedongcheonja governed with sacredness and saintly virtures. In the concrete, it was the cultural consciousness as the country that Buddha, godly spirit and Sea God should protect based on the sovereign view formed out of the consciousness of Cheonmyeong and Yongson. Accordingly, the Goryeo Dynasty made an attempt at the process of Hyehwa(惠和)-Wideok(威德)-Naetu(來投)- Jeongchak(定着)-Dawon(多元)-Tonghap(統合) towards foreigners within the framework of Haedongcheonha and proceeded to form the self-esteem that the son of Heaven protected by Buddha, Cheonryeong, Yongshin and Cheonmyeong should govern over the country and its people by hosting Yeondeunghoe, Palguanhoe, and Yeoak cultures at the same time. The Goryeo Dynasty attempted to open its gateway on the foundation of Hyehwa and govern over foreigners and naturalized people within the framework of Haedongcheonha on the premise of discrimination, which was found in the mentions about the visit of foreigners, peaceful four seas, the visit to the dynasty of envoys for southern and northern barbarians and so on in 「Pungipsong」 and ‘Taepyeongcheon’ in 「Haedonggeumilsa」.
