This study was undertaken to investigate the relationship of physical education teachers' perception to school culture, principal's leadership, information feedback, and empowerment among elementary and secondary school teachers in region of Chungcheongdo and Taejon. The data for this study were collected from the sample of 239 elementary and secondary school teachers. The measuring tool of physical education teachers' empowerment was questionnaire developed by Quinn & Kimberly(1984), Bass(1984), and Spreitzer(1995). The total reliability coefficient of items were Cronbach's α=.6191-.9278. The collected data were analyzed by descriptive statistics, t-test, multiple regression and moderating regression analysis. The conclusions were as follows:
1. The teachers' perceptions to school culture, principal's leadership, information feedback, and empowerment were significantly different according to their biological and personal characteristics.
2. Especially, the information feedback factor had strong effects to the teacher's empowerment. The personal traits such as teacher's status had a moderating effect on their empowerment.
3. The progressive school culture and affiliation school culture had positive and strong effects on the teacher's empowerment.
