본 연구는 국제스포츠이벤트를 유치하기 위한 실질적인 스포츠 외교 방향을 제시하기 위한 것이다. 이러한 연구 목적을 달성하기 위하여 국내·외 국제스포츠이벤트 유치 성공 및 실패 사례를 조사하고, 국가별 국제스포츠 기구로의 임원 진출과 그에 따른 국제스포츠이벤트 유치에는 어떠한 관계가 있으며, 한국의 스포츠외교 전문 인력 양성방안은 어떻게 진행되고 있는가를 논의하였다. 이상과 같은 연구를 바탕으로 각종 국제스포츠이벤트의 효율적 유치를 위한 단계별 매뉴얼을 생각해 보았다. 연구방법은 문헌연구와 함께 IOC위원, 국제경기연맹 회장 등 국제스포츠기구 임원 7명을 상대로 심층면담을 실시했고, 3명의 IOC위원이 제공한 정보도 보조 자료로 이용했다. 국제스포츠이벤트 유치를 위한 스포츠외교 방안은 다음과 같이 요약될 수 있다. 첫째, 한국을 비롯한 외국의 국제스포츠이벤트 유치 사례에서 알 수 있듯이, 국제스포츠이벤트 유치는 단일한 요인으로 결정되어 지는 것이 아니고 다각적인 요인에 의해 결정되어 진다. 둘째, 실제로 국가별 국제스포츠 기구로의 임원 진출 수와 그에 따른 자국의 국제스포츠이벤트 유치 횟수와는 유의미한 관계가 있는 것으로 나타났다. 셋째, 국제스포츠이벤트를 유치하기 위해서는 국가 내부적으로부터 모든 준비가 되어야 한다.

This paper was to present a practical direction for sports diplomacy for the purpose of attracting international sporting events by examining both successful and unsuccessful attempts to acquire bids for international sporting events around the world. The effect that a member of an international sports organization from a prospective host city can have on the country successfully acquiring the bid for a sporting event was studied, and measured to take Korean sports diplomacy. In this context, a step-by-step manual for efficiently attracting various international sporting events was developed. Literature review and the sports diplomacy experience of the researcher were used in the study. In addition, an in-depth interview was conducted on seven members of international sports organization, and information submitted by three more members was used as supporting material. Directions that sports diplomacy must take in order to attract international sporting events can be summarized as follows. First, as exemplified through attempts to attract international sporting events in both Korea and other countries, there is not a single determining factor in deciding a host country but multiple factors which include the followings. Second, the number of international sports organization members from a country and the number of international sporting events the country were able to attract showed significant correlation. Third, before attempting to host an international sporting event, all preparations must be complete within the country.
